## Notice

North of England Commissioning Support (NECS) working for and on behalf of: NHS Tees Valley Clinical Commissioning Group (the CCG) proposes to engage with the wider market to inform future service model development and/or commissioning intentions for the provision of a Family Support Service for Children and Young People with a Neurodevelopmental Need for the population of Hartlepool and Stockton-on-Tees. The CCG is interested to hear from providers who could deliver a Family Support Service for Children and Young People with a Neurodevelopmental Need. The service would be expected to gather feedback from families to continuously improve the service and report results of the evaluation to commissioners. The budget for this service is approximately PS300,000 (PS100,000 per annum with an anticipated 2years + option to extend for a further 12 months). This is being jointly funded by NHS Tees Valley CCG, Hartlepool Borough Council and Stockton Borough Council. The Objectives of the service are to: Provide a pre and during diagnosis social model of support for children and young people with neurodevelopmental conditions. The service will contribute to the following outcomes Improved experiences of services for children & young people and their families, with neurodevelopmental needs. Improved environments so that children and young people can thrive. Increased identification of children and young people with early indicators of neurodevelopmental needs. The provider will work towards the following outcomes: Improvement in knowledge and skills of parents/carers to enable them to meet the needs of their child, to empower families and reduce dependency on specialist services. Child or young person report an improvement in their quality of life and social functioning following interventions received. Family report improvement in quality of life and social functioning following interventions received. Children, young people and families report improvement in emotional wellbeing. Children, young people and families report satisfaction with service. Stakeholders report satisfaction with the service. Family reporting improvement in engagement with school - ask provider how they will measure. Families with high-level needs are appropriately supported to access statutory services i.e. safeguarding. The provider would be expected to reach the above outcomes via a combination of: Direct support to children and young people via 1--1 or group sessions. Direct support to families via 1--1 or group sessions. Weekly drop--in sessions held in the community to support parents and carers to meet the needs of their children at home. It is intended as an awareness, communication and information gathering exercise offering an opportunity for provider organisations to help inform potential future service models and/or commissioning intentions. It is important to note that this PIN is not a call for competition and as such potential providers will need to express an interest in any future tender opportunity once a contract notice is published in Official Journal European Union (OJEU) and on Contracts Finder. It should be noted that this PIN invites individuals and organisations to express an interest in this exercise only, and it is NOT a pre-qualification questionnaire, and is NOT part of any pre-qualification or selection process. This PIN is intended as an awareness, communication, and information gathering exercise. Potential providers are to note that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (as amended) may apply to a future procurement including the New Fair Deal non-statutory policy setting out how pensions issues are to be dealt with when staff are compulsorily transferred from the public sector to independent providers delivering public services.
