## Summary

The Centre for Environment, Fisheries and Aquaculture Science (Cefas) has awarded a contract to the National Oceanography Centre Innovations Limited for the development and maintenance of the Sustainable Blue Economies (SBE) website. This IT services contract falls under the CPV classification 72000000 and covers a broad range of locations including the United Kingdom, British Overseas Territories, the Channel Islands, and more. The contract is at the award stage, with a planned start date of 23 September 2024 and completion by 22 September 2025, involving key steps such as discovery, alpha, and beta phases leading up to the website going live on 25 October 2024. This direct procurement was conducted through a single tender action below the threshold value and is valued at £9,514.36. The buying organisation, Cefas, is based in Lowestoft, United Kingdom.

This tender offers significant opportunities for businesses specialising in IT services, particularly those adept at website design, development, and maintenance. SMEs focused on digital solutions and ocean management programmes stand to benefit by aligning with the objectives of the Sustainable Blue Economies programme, which aims to bolster the resilience of Small Island Developing States to climate change and economic shocks. This project requires expert skills in consulting, software development, and Internet support services, making it an excellent fit for innovative firms that can provide comprehensive solutions to complex environmental challenges.

## Notice

Background: The PS36m Sustainable Blue Economies (SBE) Programme aims to enhance the resilience of ODA-eligible Small Island Developing States (SIDS) and their economies to the impacts of climate change and economic shocks, including through better ocean management, poverty reduction/improved livelihoods and greater use of nature-based solutions (NbS). Requirement: Cefas require the Supplier to build and maintain a website for the Sustainable Blue Economies (SBE) programme. This is to initially include a landing page describing the SBE programme, with additional elements describing the thematic areas with examples of the kinds of work that could be developed and delivered. Also included after launch will be the process of application, how to submit and the selection process. This site will be the go-to portal for all things SBE. Its intent is to advertise the programme to potential beneficiaries along with giving them access to input their ideas along with a route to how those ideas might be processed into deliverable programmes. Cefas require an initial internal discussion on design and content with the Supplier, along with mock up designs to be shared with the FCDO customer. Once agreed, the alpha and beta stages are to be combined due to simplicity of the system required. Once tested and agreed, the 'Landing' page will be made live, before other elements are ready, in order to expedite access to this for use as an advertisement for the programme in time for upcoming key meetings and events. Further 'Specification' shall be as per the Supplier's Tender Submission attached hereto as Annex 4 and titled as 'Digital Spend Proposition Form'. Deliverables: Complete all initial build activities in the projected timescale: Start date 01/10/2024 Discovery 07/10/2024 Alpha and beta 16/10/2024 Live 25/10/2024
