## Summary

Westminster City Council has concluded the award stage of a procurement process for a Data Hub Implementation Partner, with Altimetrik UK Limited as the selected supplier. This project is focused on developing a strategic data platform to support Westminster's analytics and personalisation efforts using the Snowflake data warehouse. The procurement, classified under 'Software implementation services', was executed using a selective method via a call-off from a framework agreement. The contract, valued at up to £3.87 million, began on 29 September 2025 and will conclude on 28 September 2028. It includes a phased approach, with initial phase funding at £799,273, and is located in London, UK.

This tender presents significant opportunities for business growth, particularly for software implementation firms and tech consultancies, especially those with expertise in data platform consolidation and migration, as well as those capable of scaling future data products. The opportunity is well-suited for SMEs that can manage strategic data needs and partner with public sector entities to enhance digital infrastructure. Businesses can benefit from engaging in long-term partnerships and potentially secure additional phases of work, subject to Westminster City Council's requirements and budget approvals.

## Notice

WCC is looking to develop its next generation, strategic data platform, to underpin its reporting, analytics, AI and personalisation goals. The platform will leverage Snowflake as its core data warehouse, likely supported by a range of other products and services. The programme of work will involve consolidation of a range of existing data platforms through migration activities, as well as identifying and processing new datasets to fuel new data products. The programme will likely involve several phases. In first instance, the contract will focus on Phase One, covering delivery items related to the Data hub and Data deliverables. Future phases, that are in scope, will be subject to variations throughout the contract term, as and when required as the programme progresses and subject to budget approval. It should be noted that the advertised estimated budget of up to PS3.87million represents the full potential project and is subject to further budgetary approval. The initial Phase One spend is up to PS799,273.00. Further phases and additional expenditure will be confirmed as the programme progresses and are discretionary, subject to both budgetary approval and the requirements of the council, therefore not guaranteed to the supplier.
