## Summary

The Department for Transport (DfTc) has concluded the procurement process titled 'Crisis Response and Resilience Digital Twin (CRDT)'. This initiative, under the industry category of IT services (CPV code 72000000), focuses on developing a national platform to enhance crisis response and resilience in transport. The procurement took place through a selective method within a dynamic purchasing system, and the contract was awarded to Ove Arup & Partners Ltd at a value of £9,999,999 GBP. The service delivery covers various locations, including the United Kingdom and international territories. The award was sealed on 19th January 2026, with the contract expected to run from 9th October 2025 to 8th October 2028.

This procurement creates substantial opportunities for businesses in the IT consulting and software development industry, particularly those adept at integrating diverse technological methodologies. Although the contract is awarded, similar future opportunities may arise as the DfT continually works to fortify its crisis resilience capacities. Small and medium enterprises (SMEs) are encouraged to engage in such tenders, provided they offer innovative solutions tailored to large-scale, multi-data source platforms geared towards transport disruption management. The significant contract value reflects the budget allocated to encouraging pioneering strategies and technologies in crisis management, presenting potential growth prospects for companies meeting these requirements.

## Notice

This project aims to procure an analytical platform, that is robust, scalable, user-friendly and capable of combining methods across analytical disciplines to improve the DfT's Crisis Response and Resilience capabilities. Recognising the rapid pace of change in technology and the range of possible technological methodologies, DfT is using an outcomes-based approach to enable innovation and use of novel data and technologies. The aim of this work is to create a national platform capable of identifying disruptions across transport modes in a timely fashion and appropriate level of detail, combining a variety of data sources, estimate and inform users of their likely impact to people and goods, track developments, model potential interventions and gather learnings for future use.
