The main areas of concern are marked in red on the Appendices to this document as West Bromwich Zones 1, 2 and 3. It is known that members of the public are in the habit of regularly depositing food intended for pigeons within these areas. The Council would retain responsibility for educational and enforcement activities designed to discourage this behaviour. The contract period would initially run for a period of 12 months from 1 April 2017 with the option to extend by 12 months at the end of the initial contract period.
