## Summary

Central Bedfordshire Council has recently completed the procurement process for a Highways Asset Management System (HIAMS), with the contract awarded to Symology Ltd. The procurement falls under the software package and information systems industry category. The procurement process engaged an open procedure, aiming to provide a fully integrated, cloud-based modular highways asset management system, fulfilling both current and forthcoming needs of the Council. The contract is set to begin on 1 April 2025 and end on 31 March 2029, with the potential for a three-year extension. The HIAMS is intended to enhance the management of highway assets, works ordering, and customer reporting, with the system integrating well with existing infrastructure services, furthering the council’s ambitions for improved road networks and economic growth in Central Bedfordshire and the surrounding areas including the United Kingdom, Channel Islands, Isle of Man, and broader British Overseas Territories.

This procurement initiative presents a significant opportunity for businesses specialising in cloud technology, system integration, and asset management solutions. Companies with expertise in providing robust, scalable software solutions for infrastructure and asset management can greatly benefit from engaging with Central Bedfordshire Council. Symology Ltd, the awarded supplier, exemplifies the kind of competent provider sought for such comprehensive systems. This contract allows for a minimum four-year engagement, with a possible extension up to seven years, allowing sustained collaboration and growth. Small and medium-sized enterprises (SMEs) might not be specifically suited for this tender, but large-scale service providers with substantial resources and capabilities could find valuable, long-term engagements through similar procurement opportunities.

The current system provides the function for managing our Highway Assets, Works Ordering and Customer Reporting, integrating with Fix My Street, Street Manager and our Term Service Contractor Milestone Infrastructure and the use of a HIAMS is specified in the Councils Term Service Contract. The use of a HIAMS contributed to the core aims of being ambitious in our plans towards improving and maintaining the roads and travel network and also providing an environment for economic prosperity in which existing businesses can grow and new ones will move to the area. This is because a HIAMS ensures we harness data intelligence about our highway assets on the network to ensure the department makes data-led decisions.
