Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances: The higher than anticipated spend was due to an unforeseen increase in Temporary Accommodation conversions, resulting in greater demand for the contracted services than originally forecasted. This modification is to allow adequate time for completing a compliant competitive retender exercise and maintaining continuity of service.",
