## Summary

The Bedford Borough Council has completed a procurement process for the provision of an Independent Visitors service aimed at supporting children and young people in need of alternative care arrangements. The procurement, categorised under health and social work services, followed an open procedure and has a contract value of £119,900. This contract period spans from 1st April 2017 to 31st March 2022. The procurement process is now closed, with the award published on 10th April 2017.

This tender provides significant growth opportunities for businesses specialising in social care and support services, particularly those that aim to enhance the outcomes for vulnerable children and young people. Small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) would be well-suited to compete, as the buying organisation encourages participation from providers capable of delivering quality care and support services in the East of England region.

## Notice

Bedford Borough Council (the Council) is committed to the development of an effective care system, which enables those children and young people who are unable (for whatever reason) to live safely with their family of origin. The Independent Visitors service will help children and young people to achieve the best possible outcomes and support their timely move to good quality, permanent care arrangements outside the care system. Commissioned services will allow the local authority to meet its statutory responsibilities for looked after, and vulnerable, at risk, children and young people. In this context the Council is inviting potential service providers to submit a tender for the provision of an Independent Visitors service. This contract will operate for a maximum of 5 years (3 + 1 + 1) from 01 April 2017. It is a statutory requirement that local authorities provide an Independent Visitors service for children and young people if they require one.
