## Summary

The procurement process titled "RWM235 Community Investment Funding Administration (CIFA)" is managed by the CTM Portal for the NDA Shared Services Alliance, under the Radioactive Waste Management (RWM) organisation, a subsidiary of the Nuclear Decommissioning Authority (NDA). This initiative aims to find an administrator for community investment funding, crucial for the geological disposal of the UK's higher activity radioactive waste. The procurement is currently at the Tender stage, with a deadline for submissions set for 5 October 2020. The projects fall within the Administration services category and are located in the United Kingdom, with funding amounting to £18.3 million and a minimum value threshold of £10 million. This opportunity is being procured through a selective method via Competitive Dialogue, as per public contract regulations.

This tender represents a significant opportunity for businesses engaged in administrative services, particularly those that specialise in community engagement and partnership development. Small and medium-sized enterprises (SMEs) are encouraged to participate, given the inclusive focus of the procurement process, which allows them to effectively compete. The successful bidder will not only contribute to a vital infrastructure project but will also have the potential to foster long-term relationships within communities involved in the geological disposal site selection, thereby supporting sustainable business growth in the sector.

## Notice

Radioactive Waste Management (RWM) is a subsidiary of the Nuclear Decommissioning Authority (NDA) and has been established as the delivery body responsible for a safe, sustainable and publicly acceptable programme for the geological disposal of the UK's higher activity radioactive waste. In December 2018 the UK Government published a policy which laid out the commitment to a community consent-based process to find a suitable location for a Geological Disposal Facility (GDF) for higher activity radioactive waste. In January 2019 the Welsh Government published an equivalent policy. Communities will be at the heart of the siting process for a GDF and a facility can only be built where both a suitable site and a willing community can be found. Consequently, the process to site a GDF will be the first community consent based siting process for a major infrastructure project. The process of finding a site will take between 15 to 20 years. Construction can only start following a positive Test of Public Support and after the relevant permissions from the regulators and planning authorities have been obtained. This process is consent-based and communities will be able to work in partnership with RWM from the beginning, so that people will have the opportunity to create a future that works for them. The siting process is depicted in the figure below. Through RWM, the Government will make available Community Investment Funding of up to PS1 million annually for each community that forms a Community Partnership. This procurement is to source a community investment funding administrator for the RWM scheme. This procurement is will be by Competitive Dialogue in accordance with regulation (30) of the Public Contract Regulations. This notice is an invitation to request to participate in dialogue.
