## Summary

Exmoor National Park Authority (ENPA) has awarded the contract for the "ENPA0016-24 Provision of Carbon Baseline Audit and Assessment" under the Reviving Exmoor's Heartlands (REH) project. This initiative is focused on restoring Exmoor's central moorlands, spanning approximately 12,000 hectares, to an ecological state that supports viable farming. The tender, classified under Environmental Management (CPV 90710000), was part of an open procurement procedure. The project was initiated with the tender published on 11th September 2024, and the award was made on 16th December 2024. The contract, valued at £52,465, will commence on 6th January 2025 and conclude by 30th June 2025. The successful bidder, Triage (Beyond Zero), will work closely with the REH project team, providing monthly progress reports.

This contract presents a significant business growth opportunity, particularly for SMEs specialising in environmental management and carbon auditing. Companies in the environmental consultancy sector can enhance their portfolios by participating in this high-profile public sector project. The successful contractor will be integral to estimating potential carbon credits from planned restoration works, which may present further commercial opportunities in carbon credit trading. The project’s emphasis on creating sustainable land management practices will appeal to businesses looking to contribute to environmental sustainability and corporate social responsibility goals. Regular engagement with Exmoor National Park Authority and other stakeholders will ensure that contractors can leverage the project to demonstrate expertise and build future business relationships in the sector.

## Notice

The Reviving Exmoor's Heartlands (REH) project is a round 2 Landscape Recovery project that has been approved for a two year development phase, starting in April 2024. The project aims to restore Exmoor's central moorlands to a thriving ecological state with good habitat connectivity to the wider landscape, supported by viable farming. The project area spans approximately 12,000 hectares made up of a cluster of over 20 upland farms and moorland landholdings including large areas of common land, supporting mainly extensive cattle and sheep rearing. A specialist contractor is required to provide a baseline assessment of carbon storage and greenhouse gas emissions in the project area, and to estimate potential carbon credits from proposed restoration works and land management/land use changes (e.g. woodland creation). Essentially, we need a baseline of what carbon is currently being emitted / stored / sequestered, and then what the carbon benefit of different land management would be, that can potentially be used to reduce or offset emissions, or to sell as carbon credits. The successful contractor will work closely with the Reviving Exmoor's Heartlands team and provide monthly progress reports to the Project Manager. It is expected that the contractor will have regular contact with the Project Manager and have additional support from other ENPA teams as needed to build on knowledge as and when required. There will be an initial set up meeting and two or more project meetings with Exmoor National Park Authority and the REH steering group.
