## Summary

The Royal Berkshire Fire & Rescue Service, operating as the buying organisation, has completed a procurement process titled "Provision of SIP Telephone lines". The procurement falls under the services category within the telecommunications industry, specifically concerning telephone connections and networks. The process is set to replace outdated PSTN and ISDN lines with SIP technology, crucial for emergency call resilience. The contracting authority directly awarded the contract to British Telecommunications Plc (BT) using the Crown Commercial Service framework RM6116, which commenced on 6 January 2026 and will span until 7 January 2031. This award, valued at £118,648.99, aims to provide robust telecommunication services necessary for effectively handling emergency calls, with operations located in Reading, England.

This procurement presents significant growth opportunities for businesses specialising in high-resilience telecommunications solutions, particularly those that can offer redundant circuit pathways to bolster emergency services' capabilities. While the tender has been directly awarded to BT due to their status as the only Tier 1 provider for such services under the national framework, similar contracts may emerge in the sector as the technology transitions. Companies providing specialised networking and connectivity solutions can benefit by exploring partnerships with large-scale suppliers and aligning with public service frameworks, contributing to the broader infrastructure needs of emergency response teams.

## Notice

Royal Berkshire Fire Authority (RBFA) and Thames Valley Fire Control Service (TVFCS) have a mix of both PSTN and ISDN lines for the delivery of 999 and admin telephone calls. These lines have been declared end of life and BT will be commencing shutting down of these services from January 2026. The replacement technology is called SIP. To reproduce the necessary resilience we will require 4 circuits (2 via segregated broadband links) to ensure our ability to receive 999 calls cannot be lost due to the failure of any single link. BT are the only Teir 1 telecoms provider that can provide the required resilience for delivery of 999 calls to emergency service control rooms. There is a national frame work setup for this provision. The Authority direct awarded the contract to BT through Crown Comerical Service framework RM6116 - Network Services 3 - Lot 1a - Inter Site Connectivity (Wide Area Network) / Data Access Services and 4a - Analogue Telephony.
