## Summary

The Home Office is seeking to commission research titled "Operational Research and Testing of Strategies for the Evacuation of Occupants from High Rise Buildings Involved in Fire." This procurement is categorised under construction work and is currently in the planning stage. Key dates include the end of the engagement period on 29th October 2020 and the contract start date set for 15th January 2021, which will run until 14th January 2022. The anticipated budget for this contract is between £150,000 and £200,000, and the procurement is being conducted via an open procedure, allowing for a broad range of supplier participation.

This tender presents significant opportunities for businesses focused on architectural, engineering, and inspection services, especially those with expertise in fire safety strategies or emergency management. Suppliers should consider collaborating as a consortium to enhance their proposals, given the Home Office's intention to gather comprehensive scientific evidence and public insights into effective evacuation methods. Companies able to demonstrate innovative approaches and relevant experience in the sector may find this an advantageous bidding opportunity.

## Notice

The Home Office is seeking to commission the research of scientific evidence to assist in the production of operational guidance for Fire and Rescue Services (FRS) in relation to strategies to support the evacuation of occupants from high rise buildings involved in fire. The research will seek to establish by examination and practical evaluation the most effective means of evacuating such buildings and analyse public understanding of existing fire safety measures, by conducting a robust survey of residents and building users, to better understand the efficiency of different evacuation strategies for such buildings. As such, we seek to appoint a supplier (or suppliers as part of a consortium bid) to undertake this research and testing. The research will examine and test a range of operational tactics and produce a report to support the recommendations that arise from the Grenfell Tower Inquiry and the Hackitt review. The appointed supplier(s) will be supported to access subject matter experts to capture experiential evidence and produce report into revised evacuation strategies.
