## Summary

The public procurement process, led by National Highways Limited, is for the feasibility studies of 1,000 biodiversity units under the title "SEDPS-NH-0020-Biodiversity Unit Feasibility 2025/26 - Lot 3". This initiative falls under the industry category of Environmental management, with additional focus on Environmental monitoring. The procurement process, currently in the award stage, involves a call-off from a dynamic purchasing system. The overall contract value is £66,822, and the project is set to commence on 16th February 2026 and conclude by 31st March 2028. The geographical areas of interest include the United Kingdom, British Oversea Territories, Channel Islands, Isle of Man, Europe, and the Rest of the World. Key dates for this procurement included a tender period that ended on 2nd October 2025 and an award date of 9th February 2026. The awarded supplier for this tender is the Royal Society of Wildlife Trusts.

This tender presents significant opportunities for businesses involved in environmental services, especially those capable of delivering comprehensive biodiversity feasibility studies. SMEs and organisations with VCSE (Voluntary, Community and Social Enterprise) credentials are particularly well-suited to compete, given the demonstrated suitability and preferences in the procurement process. Companies with expertise in environmental management and monitoring, and who can provide value-added biodiversity solutions to meet statutory objectives, will find the tender appealing as it aligns with broader environmental enhancement schemes. The project span across multiple regions provides ample scope for diverse operational activities, enabling substantial growth avenues for businesses adept in handling extensive ecological projects.

## Notice

National Highways is looking to procure feasibility studies for a total of 1,000 biodiversity units, covering both habitat and hedgerow units. The feasibility studies and their associated reports must be completed in financial year 25/26. These units will be acquired as offsite enhancements on behalf of Major Enhancement schemes to ensure they are able to achieve either 10% biodiversity net gain (of habitats and hedgerows) or to ensure these schemes are compliant with the Statutory Biodiversity Metric trading rules. These required units have been separated into the 18 Lots below. Lots 1 to 12 have been grouped into three groups based upon their specific geographic location. Lots 13 to 18 are regional Lots. The Supplier can apply to undertake feasibility studies for projects which would either fully or partially deliver the units in any lot(s)
