## Summary

The Early Intervention Foundation (EIF), a charity based in London, is planning a procurement process to develop an API for its existing website using the Bolt backend. The procurement is currently in the planning stage, with a key milestone of engagement closing on 30th November 2021. The project aims to ensure that external access to the content of the EIF Guidebook, a valuable resource for early intervention programmes, is made available by the end of March 2022. This tender is classified under the industry category of IT services, specifically software development and consulting.

This tender presents a unique opportunity for software development companies, especially those specialised in API development and familiar with the Bolt CMS/platform, to assist EIF in enhancing their online services. Small and medium enterprises (SMEs) may find this particularly appealing, as EIF is open to collaborating with organisations that can demonstrate relevant experience and expertise in similar projects. By contributing to this initiative, businesses not only position themselves for potential contracts but also gain valuable exposure by partnering with a notable charity in the early intervention sector.

## Notice

The Early Intervention Foundation (EIF) is a charity established in 2013 to champion and support the use of effective early intervention to improve the lives of children and young people at risk of experiencing poor outcomes. Main organisational website: https://www.eif.org.uk/ We are seeking a partner to develop an API to allow external access to the content of the EIF Guidebook, a free online database of information about early intervention programmes and evidence about their effectiveness. EIF Guidebook: https://guidebook.eif.org.uk/ EIF has been successful in bidding for a project to enable the development of a new version of the EIF Guidebook for another national government. The API is a required component of this project, to enable the client to build a frontend for their country using EIF content. Owing to significant delays in finalising the contractual arrangements for this overall project, our existing web development agency is not able to deliver this work on time. We are looking to complete the API work by the end of March 2022. We seek expertise and experience in developing an API for an existing website, and in development using Bolt or a closely related CMS/platform. The EIF Guidebook has been built using Bolt 3 (currently 3.2.8). We understand and acknowledge that this is approaching end of life, and will be making separate plans to update EIF's suite of Bolt-based websites and the API as required during 2022. We are not seeking to commission any substantive changes to the existing Guidebook website, except as required to deliver the API. Please contact EIF via Mark Ballinger (mark.ballinger@eif.org.uk) with your company details and an outline of relevant experience.
