## Summary

NHS England is conducting a tender for the "Vaccine Volunteer Support" programme, in response to the Covid-19 pandemic. The contract aims to secure a provider for trained volunteers to assist healthcare professionals with vaccination efforts. The procurement process is currently in the Tender stage, with bids due by 15 August 2022. The estimated contract value ranges from £4.5 million to £13 million, with the service delivery period proposed to commence on 26 September 2022 and conclude by 31 March 2023. The procurement method is identified as an open procedure, aligning with UK Public Contracts Regulations.

This tender presents significant opportunities for organisations specialising in volunteer management, healthcare support services, and training provision. Companies equipped to provide a trained volunteer workforce, particularly those with experience in healthcare or community service sectors, would be particularly well-suited to compete. Engaging in this procurement can lead to long-term partnerships with NHS England, especially if contract extensions are pursued, thus allowing for growth and sustained service delivery in the healthcare market.

## Notice

As part of the reaction to the Covid-19 global pandemic, NHS England established a programme for the deployment of approved vaccines to the population of England (the "Programme"). To support the programme, the Authority procured a volunteer workforce that was trained and authorised to provide clinical assistance to registered health care professionals to administer the vaccine. To facilitate continuity of this provision, the Authority has permission to engage the market in order to run a fair, competitive, and open tender. The Workforce and Training workstream is responsible for the design, resourcing, training and sustainability of workforce to enable programme delivery. The workstream informs programme strategy, works with all other programme workstreams, with regional and sub-regional programme and workforce leads. It is responsible for national design, training, and contracting to support workforce deployment and assurance, to ensure there is sufficient workforce in place to meet demand across England. The Authority is inviting organisations that are capable of providing and managing suitably qualified and trained volunteers to bid for the opportunity, recently shared to the open market, to provide the "Services", detailed in Appendix 1. Bidders will be required to respond to this opportunity as required and described in this document, and within the published tender. The Authority is seeking to appoint one provider of the Services nationally that health care providers can call upon to assist delivery of the Programme. The procurement is designed to secure a supplier to continue the provision of Vaccination Volunteers and associated services that provide and enable the provision of clinical support service to the Programme, needed to continue delivery of the Covid 19 and flu Vaccine Deployment for 6 months, until the currently planned end date of 31st March 2023, with the option of extending to 12, 18 and 24 months. It is important to note that the Programme may be subject to change and development as the Authority is made aware of emerging science/clinical guidance, changes to policy and directed changes to cohort delivery. As such any contract award may be subject to reasonable variation or change during the period. Therefore, it is imperative that Bidder(s) read the documents and familiarise themselves with the conditions and requirements set out in the procurement documents. The procurement process is described within the documentation published. This procurement has been advertised in accordance with the requirements of the Public Contracts Regulations 2015 (as amended) (the "Regulations"). The value of the contract is estimated to cost between: PS4.5m - PS13m. Depending on whether extensions detailed in the ITT are utilized. Please apply here: https://health-family.force.com/s/Welcome
