## Summary

The Department for Transport (DfTc) has awarded a contract for the "TTDC3062 - Electric Vehicle Infrastructure Support Service," worth £7.2 million, to The Energy Savings Trust Limited. The contract focuses on IT services, particularly consulting, software development, internet, and support, under the CPV code 72000000. This strategic initiative is aimed at supporting local authorities and stakeholders in the delivery and operational phases of Electric Vehicle Infrastructure (EVI) projects. The contract, initially set for three years and extendable by one year, commences on 1st April 2026 and concludes on 31st March 2029. Services will be delivered across various regions including the British Overseas Territories, Channel Islands, the Isle of Man, and the United Kingdom. The procurement was completed using a selective method via a call-off from a dynamic purchasing system. As of 16th February 2026, the award is active, following its announcement on 4th February 2026.

This tender provides substantial opportunities for businesses specialising in IT services and consultancy, particularly those geared towards sustainable infrastructure and electric vehicle systems. Firms with experience in policy-driven projects and flexibility in adapting to policy changes are well-suited to compete in this space. The emphasis on continuous training and implementation support suggests that businesses with a strong track record in delivering educational resources and support services to public organisations will find this contract appealing. Small and Medium Enterprises (SMEs) and Voluntary, Community and Social Enterprises (VCSEs) are particularly encouraged to leverage this opportunity to expand their business footprint in the public sector.

## Notice

The Contracting Authority wish to procure a contract with a three (3) year initial term which includes the provision to extend by (1) year at the Authority's discretion. This Contract will ensure the successful conclusion of the existing grant schemes through continued support to LAs and stakeholders who are moving into the delivery and operational phase of their Electric Vehicle Infrastructure (EVI) projects. The need to draw upon insights from the 3 capital schemes to shape future policy and practical delivery of EVI is a key component to this new Contract. We require a Supplier who has flexibility in approach and delivery, who can deliver against multiple policy streams and has the ability and expertise to pivot workstreams in response to policy priorities. The Contract will be primarily focused on delivering ongoing EVI implementation guidance, knowledge and training support and resources to LAs and public organisations. The primary deliverables for year 1, in brief are as follows: 1) Ongoing LEVI contract review and implementation support. 2) Ongoing ORCS project completion support. 3) EV Pavement Channels (EVPC) implementation support, supporting the EVPC grant. 4) Knowledge support for implementation of EVI for social housing providers (SHPs). 5) Ongoing EVI implementation training available for EVI officers at public sector organisations, primarily at LAs.
