The project will identify the most impacted software and IT services categories, explore the feasibility of quantifying economic losses and strategic effects due to reduced access to UK and Western-origin software and IT services, and evaluate the effectiveness of enforcement mechanisms. Given the sanctions are designed in part to prevent the circumvention of UK allies' sanctions, the project should also quantify the effect of those equivalent sanctions
