## Summary

The G M C V O is seeking providers for a project titled "Subculture" aimed at engaging individuals aged over 50 across Greater Manchester. This procurement, classified under recreational, cultural, and sporting services (CPV code 92000000), is currently in the award stage. The contract has a value of £50,000 and is expected to run from 3 December 2018 to 31 March 2020. Interested parties were invited to submit bids until 10 October 2018, with key delivery locations across at least three out of eight Local Authority districts, including Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Tameside, and Wigan. The procurement method adopted was an open procedure below threshold, which encourages participation from a broad range of suppliers.

This opportunity allows businesses, particularly small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs), to enhance their growth by collaborating on projects that target social inclusion and the interests of marginalised older communities. Companies with experience in media production, community engagement, or cultural services, and those equipped to address social isolation among older individuals will find this tender especially relevant. Providers are expected to demonstrate strong connections within the local communities they wish to engage, thereby fostering innovative media projects that promote diversity and a more inclusive experience for the target audience of older people in the region.

## Notice

GMCVO is looking for providers who can work with people over 50 across Greater Manchester to create media projects that explore particular interests, experiences or ideas that do not necessarily have a broad appeal for all people over 50 but which meets the interests of a particular audience. We want providers to deliver a range of projects that challenge the idea that ageing is a uniform experience and helps to connect isolated people. The projects that this work creates should be sustainable by the people who have developed them and should promote diversity of outlook as well as diversity of experience. Providers must have strong links and reach into communities at risk of social isolation. Providers can target specific communities either by geography, identity or communities of interest, but will be expected to explain their rationale for their choice. We would expect providers to work with people from marginalised communities who may have had fewer opportunities to take part in such work. We want the provider to develop work which gives us a sense of what new community media might look like for older people in Greater Manchester. We are particularly interested in the use of different media approaches that help to encourage enthusiasts to create imaginative and original products. Inclusivity and accessibility are important principles informing the delivery of all aspects of the Ambition for Ageing programme. Although the aim is to make media products that are community specific, we recognise that people do not live in or belong to only one community. The provider needs to consider the intersectional reality of people's lives in order to combat the social isolation of marginalised older people. The work must be delivered in at least 3 of the 8 Local Authority districts which are covered by Ambition for Ageing - Bolton, Bury, Manchester, Oldham, Rochdale, Salford, Tameside and Wigan (not Trafford or Stockport). We welcome bids from partnerships where such an approach can provide clear additional value. Additional information: Further information is available through the GMCVO Bidding Portal where you will be invited to create an account to view all documentation and to submit any questions via the Q&A Function. This is the only point of contact for enquiries regarding this tender.
