## Summary

Health Innovation North East and North Cumbria, a contracting authority in England, has published a Prior Information Notice for the development of a digital platform to host Mandatory LDA Training. The procurement is in the planning stage, with an engagement end date set for 19 August 2024. The industry category for this opportunity is Office and computing machinery, with additional classification for IT services. This tender is suited for small and medium-sized enterprises (SMEs) and could offer opportunities for businesses involved in consulting, software development, and Internet services.

The development of the online platform for mandatory training presents a business opportunity for companies interested in providing digital solutions in the healthcare sector. With a focus on interoperability and user tracking features, businesses with expertise in software development and online platforms are well-positioned to compete for this contract. Potential suppliers are advised to engage with Health Innovation North East and North Cumbria promptly, as the Invitation to Quote for Lot 5 suppliers is expected to be released in early to mid-August, subject to change. The tender offers potential for growth in the field of digital technology and healthcare training services.

## Notice

The purpose of this PIN is to inform market operators of a potential future exercise to procure services supporting the Mandatory Training for Learning Disabilities and Autism project. In July 2022 an amendment was made to the Health & Social Care Act that all regulated health and care providers must provide mandatory learning disability autism awareness training to their whole workforce that is appropriate to their role. A Code of Practice is yet to be published by the Government, but it is expected to say this training needs to be co-developed and co-delivered with experts of lived experience of autism and learning disability. The national NHSE response has been the development of Oliver McGowan Mandatory Training. This is a 2 tier programme and is to be delivered every 3 years. The North East and North Cumbria (NENC) has Boost as their learning academy which is a centralised offer across the NENC Integrated Care System (ICS) workforce for people to access their training requirements. We expect Boost will hold all mandatory learning disability and autism awareness training that meets the requirements of the Health & Social Care Act and Code of Practice that is available across NENC. We are looking for a supplier to develop an online platform to host both Tier 1 and Tier 2 of this mandatory training, allowing the NENC Integrated Care Board (ICB) organisations and the workforce to track their progress, and issue certificates upon completion. Additionally, desirable features for this platform include interoperability between health, care, VCSE & university platforms, the ability for the system to send a reminder email when training is due (within 3 years), and a payment page. Additional information: HI NENC would like to invite potential providers of Evaluation services to apply to our Dynamic Purchasing System (DPS) DN670401 as a supplier. You can do this by following this link: https://procontract.due-north.com/Advert?advertId=7c5bf33c-52fa-ed11-8122-005056b64545 This opportunity will be developed as a further competition under Lot 5 of our DPS. You should therefore ensure you apply to Lot 5 to be able to bid to provide this service. You are also welcome to apply for any other Lots on our DPS that you feel are relevant to your organisation. We are expecting to put out the Invitation to Quote to our Lot 5 suppliers early to mid-August. This timeline is subject to change. Interested suppliers are advised to apply to the DPS promptly to ensure they have been accepted to the framework and receive the competition notification. This notice is for information and engaging with the supply market only. It is not a binding statement of intent or call for competition. HI NENC reserves the right not to enter a formal process and not award a contract. The information contained in this notice, including information relating to the nature and scope of the requirements, the service classification of this requirement from the list of CPV codes, is only indicative of the HI NENC's current thinking and is neither exhaustive nor binding. HI NENC reserves the right at its absolute discretion to amend it at the time of issue of any further notices or at any other time. HI NENC will not be liable for any bid cost, expenditure, work or effort incurred by a potential supplier in acting on the basis of this PIN.
