## Summary

The Equality and Human Rights Commission is seeking a contractor for the project's title "EHRC 1819-33 The experiences of disabled defendants at the pre-trial stage in England and Wales." This tender falls under the equal opportunities consultancy services industry, specifically focusing on social research services. The procurement process was initiated through an open procedure, and while the tender period ended on 8 January 2019, the contract is set to commence on 24 January 2019, concluding on 31 May 2019. The project, aimed at enhancing the understanding of disabled defendants' needs in the criminal justice system, has a contract value of £25,000, with a minimum threshold of £20,000 for bids. Deliverables are expected across multiple regions in the United Kingdom, including London, the North East, and Wales.

This tender presents an opportunity for businesses engaged in social research and consultancy services, especially small to medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations. Competing organisations should ideally possess experience in qualitative research and a deep understanding of the needs of disabled individuals within legal frameworks. By securing this contract, successful bidders will contribute to vital research influencing policy and procedural adjustments in the criminal justice system, thereby enhancing business growth through significant contributions to social equity and justice.

## Notice

We are looking for a suitably experienced contractor to carry out in-depth qualitative research with disabled people (with mental health conditions, learning disabilities, acquired brain injuries or neurodiverse conditions) who have experienced pre-trial proceedings as defendants in the criminal justice system. The findings from this research will feed into a wider inquiry examining the identification of disabled defendants' needs and the procedural and practical adjustments necessary to ensure that disabled people can participate equally and effectively in criminal proceedings against them in England and Wales. We welcome proposals from potential contractors for this project. The project will begin immediately after the award of the contract and is expected to be completed by May 2019. Further information about the project is contained in the project specification.
