## Summary

The Department for Transport (DfTc) has completed a procurement process titled "HGV Blind Spot and Moving Off Systems technology assessment" within the road transport services industry category. The tender process was conducted using a selective procurement method via a call-off from a dynamic purchasing system. It focused on assessing new regulations for vulnerable road user safety, such as the Blind Spot Information Systems and Moving Off Information Systems for heavy goods vehicles (HGVs). The procurement process, involving locations such as the UK and the Channel Islands, concluded with the award taking place on 14th October 2025 to Loughborough University Enterprise LTD. The contract is valued at £176,802 and spans from 8th October 2025 to 7th October 2026.

This procurement presents significant opportunities for businesses involved in transport technology and safety systems, particularly those specialising in vehicle systems that enhance road safety and compliance with international regulations. Companies that are small to medium enterprises (SMEs) with expertise in dynamic purchasing systems and technological innovation in HGV safety features would find this tender particularly suited to their capabilities. Engaging in such projects could not only expand their market reach but also solidify their standing as vital contributors to enhancing road safety standards internationally.

## Notice

Within International Vehicle Standard's work at the United Nations five new regulations have been developed to enhance Vulnerable Road User's (VRU) safety around HGVs. This included Regulation 151 Blind Spot Information Systems (BSIS) to detect cyclists and Regulation 159 on Moving Off Information Systems (MOIS). These systems are designed to detect a cyclist or VRUs alongside and in front of an HGV respectively, who might otherwise be missed when the driver is checking using mirrors or camera monitor systems (CMS) or through direct vision.
