## Summary

The Hull Headstart Programme is being procured by Hull City Council as part of a selective tender process under the light touch regime. This initiative aims to enhance the emotional and mental wellbeing of disadvantaged young people in Hull, ultimately improving their academic attainment and long-term employability. The tender period concluded on 27 March 2017, and the contract is set to run from 4 September 2017 to 3 September 2021. The procurement involves multiple service lots focused on play activities, peer mentoring for both young people and parents, and group work aimed at fostering family communication and social skills. The services are classified under health and social work services, with a total contract value of £3,328,178, allocated across various geographical areas within the city.

This tender presents significant opportunities for businesses specialising in community-focused services, particularly those dedicated to youth engagement, counselling, and family support. Organisations that can deliver high-quality educational and emotional development programmes will be well-positioned to compete for this contract. In addition, small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs) could greatly benefit from this opportunity by collaborating with existing providers or by positioning themselves to meet the social objectives outlined in the tender specifications. The programme aims to foster local employment and training opportunities, making it an ideal fit for businesses with a strong community presence.
