## Notice

The Home Office is seeking to award grant funding to non-statutory sector organisations in England and Wales working nationally to provide support to recent and non-recent victims and survivors of child sexual abuse (CSA). The support available to victims and survivors of child sexual abuse encompasses a wide range of statutory and non-statutory services funded by several different national and local commissioners. Victims and survivors will need different levels of care and different types of support at different times in their lives and this will be dependent on their circumstances, the pace of their recovery and the level of expertise and support received at the point of disclosure, as reflected in the Strategic Direction for Sexual Assault and Abuse Services. There is no 'one-size fits all' approach. CSA support services are primarily commissioned at the local level with local authorities, Clinical Commissioning Groups and Police and Crime Commissioners all playing a fundamental role in commissioning appropriate services. For example, local authorities commission specialist sexual health services, CCGs are responsible for mental health services and PCCs deliver support services for victims of crime. On a national level, NHS-England commission a network of Sexual Assault Referral Centres (SARCs) and the Ministry of Justice funds specialist rape and sexual abuse support services. Through the Support for Victims and Survivors of Child Sexual Abuse (SVSCSA) fund, the Home Office commissions services working at a national level to support victims and survivors of child sexual abuse (funding is provided jointly by the Home Office and the Ministry of Justice). This is in recognition of the fact that organisations providing services over a wide geographical area play an important role in victim support but cannot easily apply to a single local commissioner for funding. Bids to the SVSCSA must cover the two-year period of the fund, and bidders must be able to demonstrate the ability to spend their entire potential award within the financial year for which it is awarded. Funding for Year 2 (2021/22) will be dependent on budget availability and renewal will be conditional on performance against project milestones. The service(s) should be offered over a large geographical area - as a minimum, this must be at least 3 PCC areas, but higher scores will be awarded for proposals covering larger areas. Additional information: **PLEASE NOTE THAT THE START DATE OF THIS GRANT FUNDING IS 1 APRIL 2020 AND NOT 1 JUNE 2020**In December 2016, the Cabinet Office launched its minimum standards for government grants: These include the requirement that competition should be the default option when considering award of grant funding.To comply, the Home Office has decided to manage its competitions using their Jaggaer eSourcing portal. o How to register?The event will be run on the Home Office (HO) Jaggaer eSourcing portal.In order to bid for funding, bidders will first need to register on the portal via the following link: https://homeoffice.app.jaggaer.com/web/login.html Bidders should be approved for usage within 24 hours of registering on the system.After clicking on the eSourcing portal link, it should take you to the home page. On the left-hand side of this page, just below the login boxes, there is an option to register. To register as a supplier, you will need to provide information which will include:o the full legal name of your organisationo your DUNS number - a unique nine-digit number provided to organisations free of charge by Dun & Bradstreeto profile information describing your organisation and the size of your businessOnce registered as a supplier on the portal please send a notification email to victimsfund@homeoffice.gov.uk to request access to the associated documents for the SVSCSA fund.If you have any difficulties registering on the system, then you should contact the Supplier eSourcing Helpdesk: customersupport@jaggaer.comThe HO Jaggaer eSourcing portal is independent of other eSourcing portals. Therefore, if you have registered on the Crown Commercial Service Jaggaer eSourcing portal, you will also need to register on the HO Jaggaer eSourcing portal.Please note that bids will only be accepted via the HO eSourcing portal. Any bids received outside of this system will not be considered by the Authority.Please note that registering for access to the eSourcing tool will not make you a Home Office supplier.
