## Summary

The Mayor's Office for Policing and Crime (MOPAC) is seeking bids for the "GLA81404 For Embedded Youth Work Hospital Accident & Emergency (A&E) Service" across five London A&E sites. This procurement, classified under "Other community, social and personal services," is currently in the Award stage and involves a total contract value of £2,500,000 over a two-year term, with an option for a one-year extension. The tender process was open, and submissions were due by 24th October 2019, with the service contract set to commence on 2nd March 2020 and conclude on 1st April 2022.

This contract represents a significant opportunity for organisations specialising in youth services and community support, particularly those focused on vulnerable young people aged 12 to 25. Businesses such as small and medium enterprises (SMEs) and voluntary community and social enterprises (VCSEs) are particularly well-suited to compete, as they can provide tailored interventions to support young individuals in crisis within hospital settings. With the requirement for collaboration across various NHS Trusts, companies that can demonstrate experience in partnership working and delivering impactful social services will have a competitive edge.

## Notice

MOPAC is commissioning a Hospital-based Embedded Youth Work Service at 5 London hospital A&E sites. This is a 2 year contract with the option to extend for 1 year. The Service is being procured as four Lots, aligned with the NHS Trust structures, in order to promote collaboration and partnership working between A&Es that fall under a single trust as set out below. Bidder can bid for one or more Lots : Lot 1 - Croydon University Hospital A&E (Croydon Health Services NHS Trust) Lot 2 - University Hospital Lewisham A&E and The Queen Elizabeth Hospital A&E (Lewisham and Greenwich NHS Trust) Lot 3 - Newham University Hospital A&E (Barts Health Trust) Lot 4 - The Whittington A&E (Whittington Health NHS Trust) There is a brief description of each of the five A&E Departments within the specification. It is important to note that all the A&Es serve a population wider than the borough within which they are located. There is therefore an expectation that the Service supports young people attending the A&E regardless of where they live. The Service is aimed at vulnerable 12 to 25 year-olds who attend the adult or paediatric A&E departments or Urgent Care Centres at the five hospitals listed above. The Service must work alongside the team in the A&E to proactively identify vulnerable young people and help them to access and engage the support they need to prevent any potential escalation of violence and reduce the risk of repeat victimisation or exploitation. The Service will provide brief interventions - including safety-planning, practical and emotional support tailored to children and young people - following treatment at the A&E department.
