## Summary

The West Midlands Combined Authority (WMCA) has concluded a contracting process for the "Business Case Champions Network" project within the transport sector. The project, focusing on enhancing business case development practices across WMCA directorates and local authority partners, was awarded to Mott MacDonald Ltd. The procurement method was selective, relying on a call-off from a framework agreement. The formal contracting period started on 9th August 2024 and will end on 31st March 2025. The tender, classified under transport systems consultancy services (CPV code 71311200), has a total value of GBP 82,387.12. Delivery of services will occur at postal code B19 3SD, Birmingham.

This tender presents significant business growth opportunities, especially for SMEs in the consultancy sector focused on transport systems. By participating in such contracts, businesses can enhance their portfolio and demonstrate their capability in providing high-level consultancy services. The creation of a network of business case champions fosters a collaborative environment, offering companies the chance to engage actively in sector-wide best practices and training initiatives. Such opportunities are well-suited for organisations looking to gain a foothold or expand their expertise in regional transport infrastructure projects.

## Notice

Across the WMCA directorates work to completing business cases is at varying degrees of understanding and have been supported at different levels which can bring this inconsistency, lack of ability to question and work with others and find out areas of good practice in the development of new and emerging projects. This project will focus on the transport directorate and working at a regional level with our local authority partners in assisting with the emergence of a network of business case experts who can act as the 'champions' to those working in the sector. Having this network will bring a culture of 'change' in how we develop business cases by sharing good practices, supporting discussion on problem areas and more directly by conducting training directly with the network members.
