## Summary

The WWF-UK (World Wide Fund for Nature) Trading Limited is conducting a tender for a consultancy project titled "Consultancy Opportunity: Achieving net-zero GHG emissions in the UK". This project aims to develop pathways for the UK to reach net-zero greenhouse gas emissions, with a publication date of 10th July 2018. The procurement process is currently in the Tender stage, with submissions due by 24th July 2018. The industry category is classified under research and development services, specifically focusing on environmental issues consultancy services. The estimated contract value ranges from £25,000 to £35,000, and the contract is expected to commence on 30th July 2018, lasting until 1st October 2018.

This tender presents significant opportunities for businesses that specialise in environmental consultancy and research, particularly those skilled in developing strategies for climate change mitigation. Companies with expertise in policy analysis, carbon accounting, and environmental science would be well-positioned to compete for this contract. Furthermore, small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs) are encouraged to submit proposals, as this project aligns well with their capabilities and objectives for driving sustainable practices within the UK.

## Notice

This project seeks to produce pathways for the UK to achieve net-zero GHG emissions by the earliest date possible in the first half of the century. Through this project WWF seeks to better understand how the UK can meet net-zero emissions as soon as possible and by 2050 at the latest, completely or at least mainly through domestic action. We want to use this report to help raise the UK's ambition on tackling climate change, making it among the first nations to match the promise of the Paris Agreement. We are looking for a bottom-up study - what policies and measures could be implemented or expanded across the entire UK economy, and by when. This could, for example be done by starting with the CCC's 2050 scenario (an 80% reduction in emissions vs 1990 levels) and working backwards to highlight the necessary additional measures needed to achieve 1.5degC consistent within the UK policy framework. We would also like this report to look at how the UK would apply Johan Rockstrom's "carbon law" and halve emissions each decade . We want this report to look at emissions across buildings, transport, power, waste and land-use, building on previous work in these areas from WWF (see references on the attached ToR document). We want to cover the short-term actions and transitions that need to occur to meet the 1.5degC limit. As well as rapid and deep emissions reductions, carbon dioxide removal will be needed to achieve net-zero greenhouse gas emissions. We want to explore what is the maximum role for nature-based carbon dioxide removal in the UK. To respond to this opportunity, please submit a proposal outlining a methodological approach to delivering this project, according to the scope and specification. Please include details of proposed resources, costs, and rates that would apply to your response. Proposals should be submitted to Isabella O'Dowd, Climate & Energy Specialist, WWF: iodowd@wwf.org.uk Additional information: To respond to this opportunity, please submit a proposal outlining a methodological approach to delivering this project, according to the scope and specification.
