## Summary

The Ministry of Defence has awarded a contract for the "ES/DIO TEPs Campaign" tender, valued at £430,000 GBP. The campaign aims to develop and implement hyper-local behavioural change campaigns for the UK Defence Training Estate and Overseas Training Estate. The buyer is the Ministry of Defence based in Glasgow, Scotland, and the supplier is 23 RED based in London, England.

This contract presents an opportunity for businesses specializing in advertising campaign services to collaborate with the Ministry of Defence. The campaign focuses on increasing public awareness of safety concerns on the training estates. Businesses experienced in designing and implementing behavioural change campaigns aligned with governmental safety objectives will find this tender well-suited for their expertise. The contract value and the scope of the campaign offer a significant growth opportunity for businesses looking to engage in public sector projects in the defence sector.

## Notice

- Develop and implement hyper-local behavioural change campaigns (in line with the GCS behavioural change and COM-B models) that result in a reduction in the number of incursions (individuals stray-ing into restricted areas), and near-miss incursions, on the UK De-fence Training Estate and Overseas Training Estate, thus reducing the liability risk to the MOD, reducing the instances of training be-ing interrupted or stopped, and reducing the individual health, safety and well-being risk(s) to members of the public. - For locations in the East of England (Donna Nook and Holbeach) the issue is not incursions - it is removal of ordnance by the public. This campaign will have a different call to action and specific ob-jective to the others, but the core objective will remain the same, in terms of preventing injury or loss of life. - Increase the public's awareness of safety concerns when accessing the estate, specifically increasing the number or people who associ-ate higher levels of risk/danger when on the estate. This will be set against new and existing response rates conducted via research with targets agreed with the Provider.
