## Summary

The National Museum of the Royal Navy is currently seeking bids for the "NMRN Hartlepool - sea railings repairs" project, which falls under the works category, specifically related to fencing, railing, and safety equipment installation. Located in Hartlepool, this tender process is at the 'Tender' stage and will close on 23 November 2020. The estimated contract value is £25,000 and is to be awarded through an open procurement method, allowing various suppliers to participate. This tender presents a significant opportunity for businesses specialising in construction, particularly those with experience in installation and repair of railings and safety equipment. Companies that are SMEs may find this procurement particularly suitable, given the project's budget and scope. Businesses focusing on health and safety compliance, marine environment adaptations, and capable of providing a detailed phased approach for repairs will be well-positioned to submit competitive proposals. The ability to demonstrate compliance with health and safety standards will be crucial in securing this contract.

## Notice

The National Museum of the Royal Navy (NMRN) has a requirement to undertake repair works to the sea railings situated along Jacksons Warf in Hartlepool as detailed in Appendix 1 and as can be viewed in Appendix 2. Site visits are available by appointment, and are dependent on the latest Covid-19 restrictions. They will be conducted by the NMRN Hartlepool team based at Jackson Dock, Maritime Ave, Hartlepool, TS24 0XZ. NMRN envisages the following, but is not limited to, to take place as part of this works package: - Condition survey report which assesses each section of railings and categorises each as follows: - Phase 1: Urgent repairs required to address immediate health & safety issues. Appendix 1 indicates in red the areas likely to fall into this phase of work. - Phase 2: Areas which are currently safe but likely to become a health & safety concern in the next six months. - Phase 3: Remaining areas which require minor refurbishment/painting to protect them from degradation, suggested in green in Appendix 1. - Staged work proposal that tackles the areas of railings in highest need of repair as a top priority i.e. phases 1, 2 and 3 as above. - The tender must demonstrate clearly the works proposed at each stage and timescales and costs for each. - Proposed works should address the condition of the railings themselves in addition to rectifying any issues relating to how they are secured. - Proposal that clarifies: - Cost if each phase is awarded as a standalone contract - Cost if all three phases are awarded as a single contract - Proposal that ensures that the railings meet health and safety standards. - Tenderers must supply a copy of their RAMS with their application. These will be assessed against NMRN H&S requirements (consistent with HSE standards). - A clear invoicing programme, including an indication of any upfront costs. - Removal of any waste and damaged posts/railings for disposal. - Appropriate materials for use in a marine environment.
