## Summary

The procurement process initiated by National Highways has concluded with the award of a contract titled "S30005 Technical Approval for ANPR Camera Brackets on Parapets 2025-2028" to Ove Arup & Partners Limited. This contract involves the development consultancy services required for managing the AIP approval process for ANPR camera installations on bridge parapets. The contract, completed under a selective procurement method through a call-off from a framework agreement, covers various locations including the United Kingdom and regions within the British Oversea Territories. Scheduled from 12th November 2025 to 31st March 2029, it follows the award phase with the contract being officially awarded on 11th November 2025.

This tender presents significant opportunities for businesses specialising in development consultancy services, particularly those experienced in infrastructure and safety compliance projects. Ideal contenders for similar future opportunities would be consultancies capable of managing technical approval processes and liaising effectively with public authorities such as the National Highways. SMEs might find this type of contract accessible, encouraging business growth through involvement in large-scale public infrastructure projects. The focus on ANPR camera installation suggests that businesses related to security infrastructure and innovative engineering solutions are well-suited for such tenders.

## Notice

The Consultant will manage the AIP approval process for the attachment of ANPR cameras and associated mounting brackets onto bridge parapets (vehicle and/or pedestrian parapets). The Consultant will receive an initial enquiry from a Police authority and/or ANPR camera installer and will respond with a standard list of information required to be supplied to enable an AIP document and a Design and Check certificate to be prepared. Note: the Consultant will not be required to undertake on-site surveys or inspections (apart from in exceptional circumstances). All required information must be supplied by the Police and/or their appointed installer. The Consultant must receive written evidence from the appointed installer that they have been in contact with the National Highways managing agents within whose area the bridge(s) are located, and obtain permission for a bracket and associated works (cabling, power supply etc) to be carried out at the candidate bridge(s). To assist the preparation of the installer's method statement for the installation of the bracket and camera, the Consultant will provide a preliminary or typical bracket drawing(s) from a set of agreed bracket drawings, and a draft AIP to illustrate the requirements for typical proposals - refer to b) and c) below. The appointed installer must advise whether the project is notifiable under the Construction (Design and Management) Regulations 2015. If the project is notifiable then the appointed installer must supply details of the CDM coordinator. Before submitting the AIP document to National Highways, the Consultant will require written evidence from the appointed installer that the proposed design meets the needs of the Police. The Consultant will review the installer's method statement for the installation of the bracket and camera from a health and safety point of view as the installation will be undertaken above a live carriageway on the network. The Consultant will also review the installer's risk assessments, related to the installation of the ANPR camera.
