Bidders are encouraged to propose their own method for conducting the surveys (e.g. online, telephone, postal, mixed methods etc.), based on their proven expertise on what would be most effective at achieving good response rates, accuracy, and good value for money. The questions asked in each phase of data collection will vary according to the Department's research interests. These will include a mix of new questions, and previously asked questions being repeated to enable time-series analysis. It is anticipated that the first wave of fieldwork would take place in November 2017 and the second in May 2018. The Department will publish the results as official statistics.
