## Summary

The Environment Agency is currently in the planning stage of its procurement process for the "Environment Agency Mapping and Modelling Framework." This initiative is focused on delivering civil engineering support services, particularly in areas such as hydrology, modelling, and emergency planning. The tender is aimed at suppliers situated across various regions in the United Kingdom, including the North East, London, and the South East. An engagement end date has been set for 16th September 2021, where interested parties can submit their input to refine the upcoming framework. The anticipated value of the framework is £12 million, and it is structured to appoint four to five suppliers for a four-year duration, utilising a mini-competition method for allocating tasks under a centralised framework.

This tender presents a significant opportunity for businesses specialising in civil engineering, hydrology, and consultancy services to expand their market reach. Small and medium-sized enterprises (SMEs) are particularly encouraged to participate, given the focus on fostering inclusivity within the bidding process. Companies that possess expertise in modelling, emergency response, and mapping services, as well as those that can offer effective contingency planning, would be well-positioned to compete. Additionally, this framework's potential to serve multiple Risk Management Authorities indicates a broad scope for ongoing work, making it an attractive prospect for businesses looking to grow within the public sector.

## Notice

The Environment Agency intends to appoint a replacement to its existing Mapping and Modelling Framework (MMF) and, prior to commencing the formal procurement exercise, wishes to notify the market of the upcoming opportunity, identify the level of interest in the new framework, and invite supplier feedback on the proposed approach. The scope of services includes: - Modelling (Fluvial, Tidal, Open Coast, Continuous Simulation, Overtopping, Surface Water, Groundwater, Sewer, Whole System, Weather) - Wave transformation analysis - Surge analysis - Hydrology - Model Peer Review - NPPF Flood Risk Assessment Checking - MDSF2 - Survey and Mapping Services - Incident Management and Emergency Planning FRAMEWORK STRUCTURE The Agency's intention is to appoint four/ five suppliers to a single national Lot, providing a centralised and consistent national approach to deliver all requirements. The Agency expects that the majority of work delivered under the framework will be appointed following mini-competition between all suppliers appointed. It is intended that call-offs will use the NEC4 Professional Service Contract. ADDITIONAL REQUIREMENTS Effective emergency/ contingency support is critical for the successful delivery of the MMF and the EA is considering two options around this: 1: Suppliers provide a 'best endeavours' approach 2: Inclusion of a formal 24/7 standby system ahead of weather events and projected incidents. The framework will have a four year duration with an estimated value of PS12m and will be available for use by other Risk Management Authorities. Suppliers are invited to take part in a short survey, details of which are included below. Additional information: The EA invites interested suppliers to register their interest in this opportunity and take part in a short survey to assist with shaping the future framework. Please email adam.wdowik@environment-agency.gov.uk to register your interest and request a link to the survey. Please include the phrase 'MMF survey' in the title/subject of your email.
