## Summary

The Business Energy and Industrial Strategy (BEIS) is conducting a tender titled "SBRI (Small Business Research Initiative) Innovative Non-Domestic Demand-Side Response Competition". This initiative is centred in England and focuses on the energy and related services industry. The procurement stage is currently in the planning phase, with a deadline for submissions set for 17:00 on 30th May 2017. The contract period is anticipated to commence on 30th June 2017 and conclude by 31st October 2017, with a total budget allocated ranging from £600,000 for feasibility studies to £7.0 million for demonstration projects.

This tender presents significant opportunities for businesses that can contribute innovative solutions to enhance demand-side response (DSR) in operational, non-domestic environments. Suitable candidates may include companies with controllable electricity loads, electricity suppliers, aggregators, and technology firms capable of implementing DSR solutions. This is especially valuable for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that are engaged in research and innovation within the energy sector.

## Notice

The aim of the Innovative Non-Domestic DSR Competition is to identify, build, test and disseminate learning from innovative approaches to demand side response (DSR) in operational (real-life), non-domestic applications. By supporting innovative pilots to help demonstrate and communicate the benefits of DSR, this Competition seeks to address the challenges of take-up of DSR. Competition Process - A two-stage Small Business Research Initiative (SBRI) pre-commercial procurement process will be used to deliver this Competition: * Phase 1, Feasibility studies (total budget of up to PS600k; up to PS30k contract for each study): project teams will carry out feasibility studies which will identify the potential for DSR in a specific organisation and will set out detailed project plans for testing the proposed demand flexibility and methods for disseminating information about the DSR solution. * Phase 2, DSR demonstration and dissemination (total budget of up to PS7.0m; up to PS1.0m contract for each demonstration project): selected project teams will be funded to enable the proposed DSR solution to be implemented and tested. A key requirement from the demonstration phase is that, once successfully implemented, the DSR solution and learning must be disseminated widely, including to organisations with similar opportunities for implementing demand flexibility, to help promote further DSR deployment. Successful project teams for this Competition are likely to include: an organisation with the potential controllable electricity load (this could be a business or a public sector organisation); an aggregator or electricity supplier; technology supplier(s) who can implement the DSR solution; and an organisation who can lead the dissemination and knowledge transfer activity (this could be an existing member of the team or a new partner dedicated to this activity). Additional information: PLEASE NOTE THE TENDER DEADLINE HAS BEEN EXTENDED TO TUESDAY 30TH MAY 2017. If you wish to take part in this procurement please see the attached Tender documents attached to this Notice and send your completed Proposal to smart.innovation@beis.gov.uk . Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Standard Terms and Conditions or the Short Form Terms and Conditions, which are available on Contracts Finder with this notice. Completed tender submission must be returned in electronic format by email to BEIS (smart.innovation@beis.gov.uk), by 17:00 on 30 May 2017. We do not require hard copies. After reviewing and evaluating the written proposals, DECC may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place in July 2017. Project completion is required by 31 October 2017.
