## Summary

The procurement process for the "Community Dermatology Services - North & Mid Hampshire" is being conducted by NHS West Hampshire Clinical Commissioning Group (CCG). This urgent contract arises due to the COVID-19 pandemic and aims to ensure continuity of dermatological services in the South East region of the United Kingdom. The contract is currently in the Award stage, with a total value of £382,855 and is being extended for 12 months from 1 April 2021, following a competitive procedure without prior publication. The contract end date is set for 31 March 2022, and the tender period concluded on 10 December 2020.

This tender presents an opportunity for businesses focused on providing health services, particularly in dermatology, to engage actively in public procurement. Potential bidders, especially those with capabilities in delivering responsive medical services in a fast-evolving landscape like that prompted by the pandemic, may find this an advantageous situation. Firms that can demonstrate a strong understanding of public health protocols and continuity of service during emergencies could be exceptionally well-suited to compete for this contract and similar opportunities in the future.

## Notice

The COVID-19 outbreak has given rise to an urgent need for the provision of Community Dermatology Services (north and mid Hampshire locality) via a new short term contract. Under the Public Contracts Regulations 2015, the Contracting Authority considers COVID-19 to be a state of urgency that has been brought about by circumstances which a diligent contracting authority could not have foreseen. A response to the pandemic is therefore required in order to safeguard public health risks and risk to life by securing safe and continued service provision. Accordingly, NHS West Hampshire CCG has decided to extend the current contract with Hampshire Hospitals Foundation Trust, using the 'competitive procedure without prior publication for reasons of extreme urgency', brought about by the COVID-19 outbreak, for the following reasons: * To maintain service delivery and continuity during and after the Covid-19 response. * A change of provider would disrupt continuity and would be to the detriment of patient care and the local health system, noting that exit and mobilisation periods are a key consideration for robust strategic planning. Further justification is supported by guidance issued by the Cabinet Office Procurement Policy Note - Responding to Covid -19 PPN01/20. This Modification Notice is being published to notify the extension of the contract for 12 months from 1 April 2021, with an option to extend for a further 6 month period. The modification does not alter the overall nature of the contract and any increase in price does not exceed 50% of the value of the original contract. This extension to the current contract is considered necessary and proportional and will give NHS West Hampshire CCG sufficient time to comply with undertaking a compliant competitive procurement process under the Public Contracts Regulations 2015.
