## Summary

HM Revenue & Customs (HMRC) appointed a strategic delivery partner for its Tax Profession Capability programme, working alongside HMRC and the Tax Customs and Compliance Academy. The services support a transformation intended to develop professional skills, learning pathways, career frameworks, talent management, accreditation and a lasting learning culture across HMRC. Work may include skills and competency frameworks; digital, blended and other learning solutions; accreditation and assessment; career and talent models; mentoring, coaching and behaviour change; programme management, governance, reporting and stakeholder engagement; and transferring outputs into HMRC’s business-as-usual operations. Services are commissioned through individual Statements of Work, with flexible multidisciplinary teams supporting changing priorities. The work is for HMRC in England.

The procurement is complete and the contract was awarded to Deloitte LLP on 5 October 2026. The contract period runs from 5 October 2026 to 4 October 2029. The awarded value is £13.1 million. HMRC used a selective procedure to place a call-off under a framework agreement. The tender deadline was 2 October 2026. The requirement was suitable for small and medium-sized enterprises. Delivery is structured around individual Statements of Work, with outcomes, benefits and value delivered as the primary basis for performance assessment; acceptance and payment are milestone-based. The process selected one supplier for the strategic delivery partner role. Services cover the Tax Profession Capability programme, with priorities and specific deliverables agreed through the commissioned Statements of Work.

This award demonstrates demand for a broad transformation partner able to combine learning and development with workforce capability, organisational change, talent and career management, and digital learning delivery. Credible competitors for a future requirement of this kind would need demonstrable experience in one or more of these areas, including delivery of large-scale transformation programmes. Experience in tax administrations, regulated sectors, government or similarly complex organisations is relevant. The work calls for flexible, scalable, multidisciplinary teams that can collaborate with HMRC stakeholders as priorities evolve, transfer knowledge and capability to HMRC staff, and reduce reliance on external resources over time. Suppliers should also be able to deliver against agreed outcomes and benefits, support milestone-based acceptance, and transition products, knowledge and documentation into the buyer’s ongoing operations.
