## Summary

Energy and Utility Skills Limited is seeking a strategic digital partner to design and deliver a new sector-level digital platform for the energy, water and waste industries. The platform will provide a unified, modern and data-rich entry point for citizens, employers, training providers and partners, with an intuitive and consistent user experience aligned to future workforce needs. It will also provide supply-side information to help Energy and Utility Skills, its partners and governments strengthen national workforce planning. The requirement is for software and related digital services, including an industry-specific software platform and associated computer systems. Delivery is intended to support users and stakeholders in the United Kingdom, Europe, the Channel Islands, the Isle of Man, British Overseas Territories and elsewhere internationally. The buyer is based in Solihull.

The process reached tender: the buyer invited offers through an open procedure. The tender submission deadline was 16 October 2026 at 17:00 British Summer Time. The planned contract period runs from 1 April 2027 to 31 March 2028. The estimated contract value is between £1,000,000 and £5,000,000, inclusive of the stated minimum and maximum values. This is a services procurement for a single requirement rather than a process divided into lots. The opportunity is identified under industry-specific software and miscellaneous software packages and computer systems. The procurement states that it may suit small and medium-sized enterprises and voluntary, community and social enterprises. Selection will be based solely on the criteria set for the procurement. The requirement concerns design and delivery of the platform and its sector-wide workforce-planning function.

This opportunity suits a digital partner able to design, build and deliver a modern, data-rich platform serving several user groups with different needs. Relevant suppliers are likely to have experience in user-centred digital product design, software development, data architecture, information presentation and the integration of content or services for citizens, employers, training providers and sector partners. The work also favours organisations that can understand workforce development and translate industry information into clear digital journeys and useful supply-side insight. Suppliers should be able to manage a strategic platform delivery from design through implementation, work with a broad stakeholder community and support a consistent experience across energy, water and waste. The buyer has indicated that the requirement may be suitable for SMEs and VCSEs, so smaller specialist digital, data or sector-information businesses may be well placed to compete, independently or in partnership.
