## Summary

The North of England Commercial Procurement Collaborative (NOE CPC) is currently conducting a tender for the provision of Estates Maintenance & Engineering Services (Hard Facilities Management). This framework aims to establish a comprehensive range of engineering services and is classified under facilities management services. The procurement process is open, inviting bids from interested parties, and will remain open until 15 January 2020, with the contract period commencing from 1 March 2020 and running until 29 February 2024. The framework is designed to be flexible and inclusive, allowing suppliers, especially SMEs, to bid across various lots tailored to their specialisms.

This tender presents significant opportunities for business growth, particularly in the fields of maintenance and engineering services. Businesses that specialise in facilities management, electrical and plumbing works, surveillance systems, and other related services would be well-suited to compete. The procurement's open method and the allocation of multiple Lots encourage participation from smaller enterprises, creating an accessible pathway for them to enter the public procurement market. Participation in this framework could lead to long-term contracts and increased visibility within the public sector.

## Notice

The purpose of this procurement is to establish a framework for the provision of engineering (Hard FM) Services. The framework will provide a one stop shop for organisations to fulfil their Engineering (Hard FM) Services requirements, with suppliers selected for their experience and ability to provide customers with a comprehensive range of services and works that combine quality, value and compliance. The framework will include the services listed in the table under individual lots. Lot 15 is a Managed Service, which includes items under Lots 1 to 14 and may include additional similar services which will be specified as part of the call off. The framework has been designed to facilitate current trends in the FM world and also to provide a flexible route for Estates and FM departments within contracting authorities to procure services. The framework Lots have been configured to enable Services Providers to be able to bid for areas with their specialism, making it friendly for SMEs. Service Providers have the option of bidding for one or more Lots within the framework, with NOE CPC appointing up to 12 Service Providers for each Lot.
