## Summary

Homes England, the organisation behind the procurement process, has initiated the planning stage for the "Homes England - Independent Distribution Network Operator (IDNO) Led Integrated Utility Framework." This project falls under the industry category of construction work for electricity power lines and electrical installation work of electrical distribution apparatus. It is focused on locations within England. The current key milestone is the engagement end date set for 14 March 2025, by 23:59. The procurement stage is currently in planning, with a market engagement notice published to gather early interest and feedback from potential suppliers. Further details and the early engagement questionnaire can be accessed through Homes England's e-Tendering system.

This tender presents significant opportunities for businesses involved in the assessment, planning, design, delivery, ownership, and maintenance of utility infrastructure, primarily those specialising in large-scale residential development projects. The framework aims to support residential-led development and regeneration projects through integrated power and water utility solutions. With a substantial budget of GBP 400 million, this procurement is especially suited for SMEs looking to expand their operations in the utility sector. Businesses that register and participate in the early engagement will have a prime opportunity to shape the final procurement process and framework structure, potentially securing long-term contracts with Homes England.

## Notice

Homes England requires the assessment, planning, design, delivery, ownership and maintenance of reliable utility infrastructure that meets the needs of diverse and complex small and large-scale residential led developments. To accelerate delivery, Homes England is seeking to create a framework to provide integrated power and water utility and services solutions to directly support the Agency's pipeline of residential led development and regeneration projects, led by an Independent Distribution Network Operator (IDNO). The value stated in this notice is based on the value we would expect to spend with Distribution Network Operators (DNOs) during the framework period. The type of procedure for procurement has not yet been finalised. It is also not known at this stage whether the framework will be divided into lots. Further information can be accessed via Home England's e-Tendering system. Those wishing to download and return a questionnaire for this opportunity should submit their response through our e-Tendering system. The envisaged Framework will be subject to Cabinet Office Spend Controls. Deadline for responses is Friday 14 March 2025 at 1pm. Additional information: The purpose of the Prior Information Notice ("PIN") is to issue a pre-market consultation questionnaire to understand the level of appetite within the market for the following Framework requirements.
