## Summary

The University College London (UCL) is currently inviting tenders for the provision of an Identity and Access Service (IAS) Solution as part of its initiative to enhance its IT systems. This open procedure is aimed at modernising their service delivery, ensuring accessibility from any device and location. The deadline for submissions is set for 19th July 2019, while the contract period is expected to commence on 31st October 2019 and run until 31st October 2024. The procurement is classified under IT services and software packages, specifically focusing on the services industry category, with the procurement method being an open procedure below threshold.

This tender presents significant opportunities for businesses specialising in IT services, software development, and consulting. Companies that are proficient in building modern digital platforms and have experience with identity and access management systems would be particularly well-suited to compete. Furthermore, the process is accessible to small and medium enterprises (SMEs) and voluntary community and social enterprises (VCSEs), allowing for a diverse range of participants in this valuable opportunity.

## Notice

UCL's IT Systems and the access to them have evolved over the last couple of decades as computing has become more prevalent in teaching, learning and research. Today, the dependence on IT systems and resources is greater than ever. The University's staff, students and other IT service users expect the services to be available from any location, using any device to access the services, at any time UCL is running a programme to transform Professional Services across UCL. One of its core objectives is to improve service quality by offering modern, digital first means of accessing UCL services. Providing modern and effective identity and access services will provide the underpinning infrastructure needed to realise this objective. UCL's current Identity and Access Services were developed over 15 years ago and now offer limited functionality when compared to modern alternatives. While they offer baseline functionality and are secure, they are insufficient to meet the needs of a future digital delivery of services. A platform will need to be sourced, built, tested and implemented to provide UCL's Identity and Access Services (IAS) in a modern, digital first manner. It will allow service processes to be automated, improved and taken closer to the customer and reduce administrative overhead Requirement: UCL is planning to purchase and implement a new platform service to provide identity and access services across the university. Under the initial work package for this contract UCL requires the winning bidder to: (a) Sign a contract (b) Agree a signed-off statement of Works (c) Build & test the platform (d) Successfully install the platform into production (e) Provide agreed support documentation and materials and pilot 5 areas or services (4 quick wins and one more detailed transition) Further work packages may be defined subsequently The winning bidder will be required to work within the UCL technical architecture, artefacts and standards as described in Schedule 7. The specification detailing UCL's full requirements is set out in Schedule 5 ("Specification") and should be read before Bidders begin to respond to this ITT. Additional information: The process will be managed via our In-Tend system. If you are interested in participating in this Tender you will need to register your company on In-tend and then express an interest in the opportunity. The Tender documentation will then be released to you. If your company has already registered on the system, but you need alternative/additional staff added to your registration for this opportunity, please do let me know so that we update the system. If you do not have the correct staff registered for your company you may miss key email alerts sent out during the process.
