## Summary

The Northern Lighthouse Board, based in Edinburgh, has completed a procurement process for the upgrade of the Wartsila 4L20 Main Engine (SPEMOS) system on the NLV Pharos vessel. The award was made on 12th August 2024, and the contract is set to run from 13th August 2024 to 31st March 2025. The project, valued at £205,542.03, falls under the industry categories of marine equipment, repair and maintenance services, and installation services of marine engines. The procurement process has been completed, and Wartsila UK Ltd is the designated supplier for this upgrade, which aims to address obsolescence issues highlighted by recent technical bulletins.

This tender represents a significant opportunity for businesses specialising in marine engineering and maintenance services, particularly those capable of handling technologically advanced upgrades for maritime equipment. While large companies like Wartsila are the primary suppliers, the contract's scope includes safeguarding against future obsolescence and ensuring long-term operability, which can be an avenue for innovative SMEs and VCSEs to demonstrate their capabilities in high-stakes, technology-driven environments. Businesses with expertise in marine engine upgrades and maintenance will find this contract particularly relevant for growing their portfolios in the marine industry.

## Notice

1.2.NLV Pharos currently uses a SPEMOS (SpEed MOnitoring System), which is a proprietary relay system developed for Wartsila (Finland) engines to monitor engine speed, and perform several configurable relay functions. In August 2023, Wartsila issued Technical Bulletin WS23T546, "Lifecycle status announcement, DESPEMES and SPEMOS speed monitoring system" (Annex A), which advised that the SPEMOS system is entering obsolescence. See also Annex B: Technical Bulletin 2011T268, " Temperature monitoring system for balancing shaft bearings on W4L20 and WA4L20". Annex C: Technical Bulletin WS23T644, "Lifecycle status announcement, Woodward 723 and 723 Plus speed control products". NLB requires to protect its vessels from obsolescence, and therefore an upgrade is required to ensure future operability of the SPEMOS system. Wartsila have advised that WSSS (Start/Stop Safety System) addresses the current SPEMOS obsolescence, plus safeguards against future obsolescence & includes the balancing shaft monitoring system for the 4L20's. This upgrade also addresses the Woodward 723 obsolescence highlighted in bulletin WS23T644.
