## Summary

The Department for Education is currently in the Tender stage for the recruitment of four Behaviour Advisors under the title "Behaviour Advisor". This initiative is part of a £10 million investment aimed at establishing behaviour support networks for schools in England. The tender was published on 5th June 2019 and will close on 23rd June 2019. Successful candidates will assist the Department in launching these networks, which are set to begin in September 2020 and will run for three years, concluding on 31st July 2022. The contract value totals £180,000, allocated for up to £45,000 per advisor for each of the contracted three years. This open procurement follows the open procedure below the threshold.

This tender presents a significant opportunity for individuals with extensive experience in educational leadership and behaviour management, particularly in challenging school environments. Professionals from sectors such as education consultancy, training services, and behavioural research will find this tender relevant as they can apply their skills to help improve pupil behaviour across schools. Leading schools that excel in behaviour management may also partner as 'lead behaviour schools' within this programme, creating a collaborative environment that can foster growth and improvement in educational quality.

## Notice

All schools should be safe, disciplined, positive environments in which pupils feel happy, are respectful of one another and are able to fulfil their potential free from low-level disruption. Schools also need to be safe and respectful workplaces to attract and retain teachers. Behaviour remains a significant challenge for many schools, but evidence suggests it can be improved. On 4 May 2019 we announced a PS10 million investment to establish 'behaviour support networks' so that schools with a track record of effectively managing pupils' behaviour can share what works with schools that need it. The first networks are expected to launch in September 2020 and will run for an initial period of 3 years. Behaviour support networks will build on the principles of Tom Bennett's 2017 behaviour review 'Creating a Culture: how school leaders can optimise behaviour' and we have recently appointed Tom Bennett as the Department's lead Behaviour Adviser to help us set up and run this programme. We are now seeking to recruit four behaviour advisers to work with the Department to successfully shape and deliver the behaviour support networks programme. We are looking for individuals who have demonstrable experience as leaders in the education system with a track record of having improved behaviour in schools. This team of advisers will work closely with the Department and Tom Bennett to: - Develop, shape and deliver the behaviour support networks programme; - Provide strategic oversight of the programme; - Develop the package of behaviour support that lead schools and the programme will deliver; - Select lead behaviour schools and train them to work with other schools to improve behaviour; - Diagnose the necessary support needed for schools participating in the programme and match them to appropriate lead schools, signing-off action plans and quality assuring support provided; - Participate in behaviour conferences and deliver training and support as necessary; In fulfilling this role, all appointed advisers are expected to: - Have a comprehensive understanding of the Government's behaviour policy; - Have a comprehensive understanding of the wider context and current work and research going on in the sector; - Have an in-depth understanding of the evidence that underpins excellent behaviour management and be able to articulate what that means for the way in which teachers and headteachers develop a whole school culture; - Be able to make sound judgements about school behaviour management; - Have experience of working in challenging schools and a proven track record for improving standards in behaviour; - Be able to review resources developed for the programme to ensure that they are of high quality; - Have extensive experience of supporting schools to improve their behaviour. Additional information: No one individual will be awarded the total value of this contract in its entirety (PS180,000). 4 contracts of up to PS45,000 for 3 years (PS15,000 per year, up to PS500 per day for approximately 30 days per year) may be awarded. If an individual who applies for this role is working at a school or Trust, the school or Trust will be reimbursed by the Department to cover their absence. Only individuals may apply; Organisations are ineligible to apply.
