## Summary

The Home Office is currently in the planning stage for the procurement of a service titled "Domestic Homicide Review Readers Service". This initiative falls under the category of Research and Development services, alongside related consultancy services. The procurement process will involve the submission of written assessments for approximately 100 Domestic Homicide Reviews (DHRs) annually. A key milestone is the engagement end date on 12th June 2019, and an associated Market Engagement Event is scheduled for the same day in London, where potential bidders can gain insights into the requirements and challenges associated with this tender.

This tender presents a significant opportunity for businesses specialising in domestic abuse assessments, research and consultancy within the legal or social services sectors. Companies with experience in reviewing complex materials and delivering detailed assessments in a timely manner would be particularly well-suited to compete. Additionally, small and medium enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations are encouraged to engage, broadening the scope for diverse competitors and innovative approaches to address the Home Office's needs.

## Notice

PRIOR INFORMATION NOTICE DHR READERS SERVICE TO PROVIDE WRITTEN ASSESSMENTS OF DOMESTIC HOMICIDE REVIEWS The purpose of this prior information notice (PIN) is to inform you that the UK Home Office will be tendering for a 'DHR Readers' service to provide regular written assessments of Domestic Homicide Reviews (DHRs). The DHR Readers service will produce written reports assessing the quality of DHRs. These reports will be provided to the Home Office to support the work of the DHR Quality Assurance Panel. The written assessment report should include: * a summary of the DHR; * comments on key aspects of the review including, for example: o timescales of the review; o scope of the review; o DHR panel membership; o involvement of family and friends in the review process; and o language and tone of the review. * a list of the findings of the review; * examples of good practice / areas for concern exemplified by the review (for example, if the review deals with a particular issue very well or, conversely, demonstrates concerning practice in how the review was conducted or drafted); and * any recommendations for the Quality Assurance panel and/or national lessons to be highlighted. Bidders will be required to demonstrate their knowledge, experience and expertise in domestic abuse, including DHRs.
