## Summary

Central Bedfordshire Council is seeking a provider for apprenticeship programmes in business analysis and improvement specialisation. The tender, titled "CBC-1879-T-TH Business Analyst and Improvement Specialist/Leader Apprenticeships," involves services in specialist training, management training, and technical training under CPV classification. Organised through an open procedure below threshold, this procurement process, currently in the tender stage, aims to appoint a provider by early 2026, with a contract starting on 16th March 2026 and running until 15th March 2031. The apprenticeship programmes are intended to start as early as March 2026 and continue with further opportunities up to 2028. With a maximum contract value of £156,000, the council intends to support a business analysis team through upskilling existing members and recruiting at apprentice level. The tender period concludes on 5th January 2026, and the services will primarily be located in Bedfordshire, United Kingdom, with some flexibility to serve other regions including the Channel Islands and Europe.

This tender offers business growth opportunities, especially for organisations specialising in providing comprehensive training programmes that can accommodate various levels of experience—from new graduates to seasoned professionals. Business entities, ideally those with capabilities in delivering multiple apprenticeship pathways such as business analysis and improvement specialisation, could benefit. While Central Bedfordshire Council prefers to contract with a single provider offering all services, this opens up a potential market for firms skilled in training services and keen to expand their client base in public sector contracts. Businesses active in technical training services and management training would find this contract particularly lucrative, as it presents a substantial and stable engagement over five years, fostering long-term client relationships and strengthening foothold in the public training sector.

## Notice

Central Bedfordshire Council are seeking a provider who can deliver not only the Business Analyst level 4 apprenticeship ( between Jan and June of 2026) but progression routes into Improvement Specialist level 5 apprenticeship and improvement Leader level 6 apprenticeship. We are building a Business Analysis Team and with this in mind we are seeking to procure for an all-encompassing development plan as part of a career pathway roles within the team. We want to support and upskill existing team members, bring in new recruits at apprentice level to support the team. Existing experienced team members may also wish to consider career development further In the new year we will have 3 people ready to undertake a business analyst level 4 apprenticeship. We would like to have a further three places though for other staff to be able to access in 2027 or 2028. As the level 5 and 6 are being requested as progression routes for current staff (2 places on each needed), we have no timeline currently planned to when we would access these. The three candidates to start immediately ideally by March 2026 are one to support current Junior BA with formal qualification (upskill), plus two new graduate recruits. We would prefer to contract with one provider who can offer all three of the apprenticeship pathways requested. If through a competitive process on In -Tend we are unable to secure one provider for all our needs, we may then at that point consider splitting our requirements over two providers. It is our intention to appoint a provider in readiness for the new year with a total maximum contract value of PS156,000.00. We would be interested in providers who would consider opening the apprenticeship module learning on process mapping to our wider team to promote continuity in practices and standardised understanding of the methodology.
