## Summary

James Paget University Hospitals NHS Foundation Trust commissioned an integrated hospital development programme for the Future Paget Programme at James Paget University Hospital, Lowestoft Road, Great Yarmouth. The requirement covers staged construction and related professional services: early constructability and advisory work, pre-construction, design, project management, engineering, demolition and earthworks, mechanical and electrical installation, building completion, maintenance, environmental planning, landscaping, roads and car park construction, hospital facilities and supporting software and information systems. It is primarily a works requirement, combining the design, planning and construction of health buildings with associated services. Delivery is at the Trust’s hospital site in Great Yarmouth, within the New Hospital Programme’s Hospital 2.0 Alliance delivery model.

This procurement has been awarded and is complete. It used a selective call-off from the Hospital 2.0 Alliance Framework, following the framework’s competitive dialogue procurement. The tender closed on 30 July 2026 at 12:00. The tender record gives an estimated value of £1,952,561.86, described as the value of Stage Zero Services and the scheme estimate for all stages, while the active award to SKANSKA CONSTRUCTION UK LIMITED is recorded at £877,000,000. The award date was 30 July 2026. The contract runs from 3 August 2026 to 2 August 2031. Progression between Stage Zero, Stage One and Stage Two depends on notices to proceed and approvals from the Trust and New Hospital Programme. The award is active.

This award indicates substantial, sustained demand from James Paget University Hospitals NHS Foundation Trust for an integrated hospital design and construction partner. A credible future competitor would need to coordinate major healthcare construction with pre-construction advice, constructability, design management, engineering, cost estimation, project management, commissioning, building services, maintenance and supporting digital systems. Experience delivering complex hospital or health-sector facilities, managing demolition, enabling works, roads, car parks, landscaping and environmental planning, and working through staged approvals would be relevant. The procurement was not marked as suitable for SMEs or voluntary, community and social enterprises, and the appointed supplier is a large construction company. Businesses without broad delivery capacity may therefore need to participate through specialist supply-chain or subcontracting roles aligned with the alliance model.

## Notice

NHS England (NHSE) has concluded a competitive dialogue procurement under the Public Contracts Regulations 2015 for the establishment of the Hospital 2.0 Alliance Framework ("H2A Framework") and the Hospital 2.0 Alliance Agreement. These two instruments form the basis of a multi-supplier integrated delivery model created to deliver the New Hospital Programme (NHP). The H2A Framework provides the mechanism for NHS Trusts to award Call-Off Contracts for schemes forming part of the New Hospital Programme using a Model Call-Off Contract. The Hospital 2.0 Alliance Agreement establishes the collaborative enterprise environment for NHSE, the Trusts, and the appointed H2A Contractors to foster alliance working and standardise design and delivery across the programme. Following completion of the collaborative allocation process in accordance with the terms of the H2A Framework as procured and awarded, James Paget University Hospitals NHS Foundation Trust "the Trust" is now awarding the Call-Off Contract for the Future Paget Programme, utilising the H2A Framework and the Model Call-Off Contract. The value of the Call-Off Contract given in this notice reflects the estimated value of the Scheme for all stages. The terms of the Call-Off Contract provide for the services and works to be performed in stages pursuant to the terms of the Model Call-Off Contract. Stage Zero Services comprise all the early constructability and advisory works to be completed in Stage Zero as set out in Scope S215 (Stage Zero Services), and all other work, services and actions which the Call-Off Contract requires the Contractor to do during Stage Zero, with an estimated value of PS1,952,561.86. Stage One Services comprise all the pre-construction works to be completed in Stage One as set out in Scope S200 (Stage One Services), and all other work, services and actions which the Call-Off Contract requires the Contractor to do during Stage One. Stage Two Works comprise all the remaining design and construction works forming part of the Scope to be carried out during Stage Two, including all tests, services and actions which the Call Off Contract requires the Contractor to do during Stage Two. Progression from Stage Zero to Stage One and from Stage One to Stage Two is conditional on the relevant Notice to Proceed, the Trust and New Hospital Programme's approvals/governance.
