## Summary

The UK Government's Business Energy and Industrial Strategy has completed a tender for the "Ultra-Deep Water Port Scoping Study," classified under research and development services and related consultancy services. This project, valued at £178,160, aims to assess the potential need and benefits of developing a UK UDWP and its implications for the decommissioning industry. The contract period runs from 14th August 2018 to 9th November 2018, and it was awarded as a call-off from the CCS Management Consultancy Framework, specifically Lot 7 - Infrastructure. The procurement process is at the award stage, and the initial tender period concluded on 27th July 2018.

This tender offers significant opportunities for businesses engaged in research, consultancy, and the decommissioning sector to grow and expand their services. Companies with expertise in infrastructure analysis, cost/benefit assessments, and market evaluations would be well-positioned to compete in similar upcoming tenders. The focus on government support for the decommissioning industry indicates potential future contracts that could arise from this strategic initiative, particularly beneficial for suppliers that can demonstrate innovative approaches to infrastructure development and project delivery.

## Notice

The aim of this work is to appraise the need, potential use, cost/benefit analysis and locational drivers of a UK UDWP. It will assess the state of the market and competition, evidence of market failure and the case for government intervention into a UDWP and multi-use yard, and other potential government support for the UK decommissioning industry. The project should also consider a number of scenarios/sensitivities for the development of the decommissioning industry with consequences for the benefits of a UDWP and multi-use yard. Appropriate consideration of the financing and delivery options for an UDWP and possible forms of government support should be made. The analysis and final report will be used to: (i) inform and provide an evidence base for potential government investment or involvement in an UDWP and multi-use yard. (ii) inform work in relation to the overall policy framework of North Sea decommissioning. (iii) Refine and update input assumptions regarding our understanding of onshore oil and gas platform dismantling and recycling. Additional information: This was awarded from a call off from the CCS framework MANAGEMENT CONSULTANCY FRAMEWORK, RM3745, LOT 7 - INFRASTRUCTURE.
