## Summary

The procurement process titled "BEIS Shared Services Transition Assurance" is being conducted by the Department for Business, Energy and Industrial Strategy (BEIS) located in London, England. This project is classified under the industry category of systems and technical consultancy services. Currently at the Tender stage, the submission deadline for proposals is set for 15 January 2018, 2:00 PM. The contract period is anticipated to begin on 23 January 2018 and conclude by 6 February 2018. The procurement follows an open procedure and has a budget range of £10,000 to £20,000.

This tender presents significant opportunities for businesses, especially those specialising in systems consultancy, change management, and stakeholder engagement. The successful bidders are expected to offer expertise in managing transitions of large staff records and advising on project timelines and resource allocations. Organisations that are well-suited to compete for this contract may include larger consultancy firms and specialised service providers with experience in similar transitions. Additionally, voluntary and community sector enterprises (VCSEs) are encouraged to consider participation in this procurement process.

## Notice

The Department for Business, Energy and Industrial Strategy was created in 2016 following the integration of the Department for Business, Innovation and Skills and the Department for Energy and Climate Change. Both Departments had contracted with external shared service providers for the delivery of HR, Finance and Procurement services. The new Department has continued with these arrangements but the operational inefficiency of using two systems cannot continue. We have a project in place to deliver the transfer of around 1500 staff records plus associated finance and procurement arrangements so that the Department is operating on a single service. We recognise that such a transfer carries significant risk and we are therefore seeking external expertise to advise us on our current proposals, including: * The nature of the technical challenge (is the data sufficiently robust for transfer, what remedial actions will need to be undertaken, what is involved in the detail of the transfer from one system to the other). * The resources we will require to affect the transfer (in terms of resources at our shared services providers, our internal functional teams and user time). * The timelines we should be planning for, to deliver the project. * The nature of the Business Change challenge and the best plan for communicating with and managing our stakeholders and End-users and training our End-users to implement the Business Change. * The costs and benefits of migrating all our users onto a completely new service (rather than the interim solution of moving all users to one of our current services), including an assessment of what work the business would need to undertake to move to a completely new service. The project will take place in January/February 2018. The initial phase will be a review of systems and current plans, intended to highlight the broad challenges and any further detailed work that might be required to fully scope the transfer from one provider to the other. Subsequent phases will therefore be dependent upon outcomes from this initial work identifying where further work should focus on, within the framework set out below. Additional information: How to Apply If you wish to take part in this procurement please see the attached Tender documents attached to this Notice and send your completed Proposal to Greg Chammings at address stipulated in the "Who to Contact" section. Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Standard Terms and Conditions or the Short Form Terms and Conditions, which are available on Contracts Finder with this notice. Completed tender submission must be returned by post to BEIS, address given at the top of this advertisement, by 15/1/18 at 2pm. We require 2 hard copies (one of which must be signed). Electronic versions of your bids are to be sent immediately AFTER the deadline to greg.chammings@beis.gov.uk. After reviewing and evaluating the written proposals, BEIS may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place on 23/1/18. Project completion is required by 6/2/18.
