## Summary

The procurement process involves Public Health England, which is seeking a Managed Services Agreement for the National Infant Physical Examination Programme. This contract, valued at £1,780,000, is classified under IT services (CPV code 72000000) and is being executed in London, United Kingdom. The procurement stage has reached the Award phase, with the contract awarded on 1st October 2015, following a negotiated procedure without prior publication due to the specific technical and economic nature of the services required. The agreement will be in effect until 30th September 2017.

This tender presents significant opportunities for businesses, particularly those specialising in IT services, software development, or consulting, to engage in future contracts related to the ongoing needs of Public Health England. While this specific award has been made, organisations that can offer innovative support and maintenance solutions or have expertise in healthcare-related IT services may find future opportunities in similar tenders, especially in the context of government contracts that demand specialised capabilities.

## Notice

The contract consists of support & maintenance and development services post Go-Live. The current contract between PHE and Northgate expires on the 30th September 2015. PHE has a continuing requirement for the services. A voluntary ex ante transparency notice 2015/S 182-330829 has been published for this requirement. The contracting authority is using the negotiated procedure without prior publication under Regulation 32(2)(b)(ii) and Regulation 32(2) (b)(iii) of the Public Contracts Regulations 2015. In the alternative the contracting authority is relying upon the exemptions from a prior call for competition under Regulation 72(1)(b) as the services cannot for technical and economic reasons be provided by another supplier without causing significant inconvenience to the contracting authority. The National Infant Physical Examination (Newborn Screening Programme) was commissioned by the University of Manchester in 2009 as a managed service with all intellectual property vesting in Northgate (the supplier).
