## Summary

Hethersett Parish Council is seeking qualified architects to design and project manage the construction of a multi-use sports pavilion at the Memorial Playing Field in Hethersett, located in the East of England. This procurement process is currently at the tender stage, with submission deadlines set for 6th December 2019. The architectural services will adhere to a selective procurement method, specifically a competitive procedure with negotiation, and is categorised under architectural design services (CPV code: 71220000). The contract period is expected to start on 3rd February 2020 and end on 30th December 2021, with a budget range between £500,000 and £600,000.

This project presents an excellent opportunity for firms specialising in architectural and construction services, particularly those that focus on environmentally friendly designs and community projects. Businesses with experience in creating accessible spaces and handling projects that require engagement with community user groups, such as sports and recreation, are well-positioned to compete. The requirement for energy-efficient features and the management of statutory approvals adds further appeal, inviting innovative proposals from small and medium-sized enterprises (SMEs) eager to participate in local government contracts.

## Notice

Hethersett Parish Council is seeking to appoint a qualified architect to meet the Council's Design Brief to replace the existing changing block with a fit for purpose multi-use pavilion together with extending the current car parking arrangements at the Memorial Playing Field in Hethersett. The Parish Council are seeking a well-designed building for the use of existing user groups (football, bowls and cycle speedway) and community groups (birthday parties, fitness classes, mother & toddler groups). It is envisaged that the construction will be brick but we are open to other forms of construction that are economic and energy efficient. The area has previously been subject to anti-social behaviour and consideration should therefore be given to graffiti and vandalism to ensure that the building can be cleaned/maintained easily. We would hope that the design would incorporate a number of energy efficient features such as energy efficient fabric; heating system; green water systems to make the building environmentally friendly, but these need to be kept within a reasonable budget. The building must also be fully accessible for disabled users. The Parish Council expects the successful Architect to organise all required members of their project team to obtain all Statutory Approvals and Consultations including Football Association. To be responsible for managing all works on site whilst liaising with the Parish Council, from demolition through to completion with all necessary Certification including for all Professional Fees and Statutory Charges. Please provide a full breakdown of costs associated with each element of the work in the Fee Bid. The Parish Council are hopeful that draft plans can be produced early in 2020 - date to be agreed with successful applicant. Should you have any questions or wish to view the existing facility please contact the Parish Clerk at hethersett.pc@tiscali.co.uk Additional information: Supplementary Information: 1. The Parish Council is looking for a traditional building contract as opposed to a design and build. 2. Sourcing of all financial grants including the preparation of a bid to the football foundation will be undertaken by the Parish Council. 3. The Parish Council will pay for any reports and surveys required subject to three quotations being sourced by the appointed architect. Your bid should provide an indication as to what reports/surveys will be required. Statutory charges will also be paid directly by the Parish Council. 4. The assessment of tenders received will be based on your firm's experience/expertise in undertaking similar projects; value for money and your proposed approach. 5. An indicative budget is between PS500,000 and PS600,000.
