## Summary

The Frome Town Council is currently overseeing the procurement process for the "Frome Market Place Phase 2" project, located in Frome, Somerset. This initiative aims to enhance the accessibility and functionality of the Market Place, including improvements to footways, bus stops, and pedestrian crossings. The tender is at the active stage, with an end date for submissions set for 6 March 2020. The anticipated value of the contract is £244,000, and the project is classified under construction works, utilising a direct procurement method through a single tender action, as it is below the threshold.

This tender presents an opportunity for local construction firms, particularly small to medium-sized enterprises (SMEs), to engage in significant public sector work. Businesses with expertise in paving, roadworks, and public infrastructure enhancements would be particularly well-positioned to submit competitive tenders. Such contracts not only contribute to the growth and visibility of these firms but also allow them to establish a track record in fulfilling government contracts, potentially leading to further opportunities within the public sector.

## Notice

Summary: The main aims of the scheme are to improve footways, bus stops, disabled parking, the facilities for loading/unloading and uncontrolled crossings in and around the Market Place, Frome, Somerset. The main elements of the scheme include: Disabled bay area: Removal of existing pennant kerb and footway to form new on-street disabled space to the east of west bound bus stop. Bus stop lay-bys: Improve layout so that one bus can stop at the bus platform while a second bus can park using the bus lane avoiding traffic congestion. Existing railings on small retaining wall on the southern side of Market Place to be retained and repainted. Existing footways will be narrowed at each side of the road and resurfaced using existing paving slabs to match existing pattern or replacement blocks if necessary, similar to 'Marshalls Tegula' pennant slabs and specified laying pattern. Pedestrian crossings and 'central splitter' island: Two new uncontrolled pedestrian crossings, one being located at the bottom of Bath Street and the other linking Boyle Cross and George Hotel together with associated white lining, tactile paving and buff colour surfacing (Mastertint). Improvement to existing pedestrian crossing in King Street with new buff colour surfacing (Mastertint) and flush kerb line demarcation. Over-runnable central splitter island with associated white lining and buff colour surfacing (Mastertint). Footway from bus stops to Cork Street and junction of Stony Street and Market Place will be resurfaced using Marshalls Tegula Pennant Grey slabs matching the existing pattern in the area of the bus stops. Proposed buildout for the new pedestrian crossing outside the George and the new footway realignment between the 'loading bay only' area and the northern bus lay-by will be of the same materials. Cork Street: Removal of existing guard railings and replacement with bollards, the existing Frome emblems being removed to storage. Footway works will include the removal of a portion of the existing footway to form 1 No. disabled bay near the George entrance and to accommodate a new extended delivery bay between the crossing point and the bus stop. Two additional parking spaces along Cork Street, together with dropped kerbing to allow access from carriageway onto footway. Stony Street: Resurfacing of existing footway to be replaced with Welsh Pennant paving and setts with conservation kerbing. New buildout adjacent to Stony Street junction and infill the police parking bay which is being removed. Introduction of new road gullies as necessary. Tender instructions: Tenders for the works are to be submitted by mid-day the 6 March 2020 in a plain sealed envelope addressed to Mr Paul Wynne, Town Clerk, Frome Town Council, Town Hall, Christchurch Street West, Frome, Somerset BA11 1EB. The envelope should bear the word 'Tender' followed by the subject to which it relates and nothing else that could identify the sender . Additional information: Technical queries regarding the scheme or the attached tender documentation should be directed to: David Sartin, IMA Transport Planning, 11 Kingsmead Square, Bath.
