## Summary

The Environment Agency commissioned research and development consultancy services for the Water 2100 Participatory Research Contract. The work supports the Water 2100 Think Tank in developing a shared understanding of the water-land system, plausible and preferred future states, systemic challenges and possible interventions. The supplier is expected to act independently of the Environment Agency while representing the membership’s wider knowledge and interests. The scope includes designing and delivering a participatory work programme, up to six face-to-face sessions and further online sessions where needed, working with Environment Agency facilitators. It also covers coordinating contributions from wider experts and academics, producing interim and final outputs, and leading the final participatory research report. Delivery is associated with the United Kingdom, with the buyer based in London.

This procurement is complete and has been awarded. It used a selective procedure as a call-off from a framework agreement. The tender submission deadline was 7 August 2026 at 12:00. The Environment Agency awarded the contract to Andthen on 26 August 2026 for £68,680, covering the period from 26 August 2026 to 31 March 2027. The requirement was treated as a services contract for research and development consultancy. The published process identifies suitability for small and medium-sized enterprises and voluntary, community and social enterprises. The award is active and there was one awarded supplier. The procurement information does not set out a separate price-versus-quality weighting or lot structure.

This requirement indicates demand for suppliers that can design and run structured participatory research with a diverse think-tank membership, while maintaining credible independence from a public body. Relevant capability includes participatory methods, workshop and online session facilitation, systems thinking, water and land-use knowledge, futures analysis, and the ability to help groups agree priorities and identify underlying drivers. A strong competitor would also need to coordinate public-sector programme teams, external experts and academics, turn deliberations into clear interim outputs, and provide senior editorial ownership of a substantial final report. The scale is suitable for an SME or VCSE with experienced facilitators, research leads and robust project coordination. Evidence of handling complex stakeholder environments and translating discussion into strategic recommendations would strengthen future credibility with the Environment Agency.
