The Project will be delivered in two phases: Phase 1 of the project will require establishing a detailed order of cost schedules of works to enable construction under phase 2 and to secure follow-on project funding through a Public Works Loan. Phase 2 will see the scheduled work undertaken under the management of the successful tender in accordance with costings submitted as part of phase 1. Phase 2 is part dependent on follow-on funding from Public Works Loan being secured, in addition to funding already committed to the project. Project management of both phases will be awarded to the same organisation.
